Project Manager
Venesky-Brown’s client, a public sector organisation in Cardiff, is currently looking to recruit a Project Manager for an initial 6 month contract with option to extend on a rate of £336/day (Inside IR35). This role will be predominantly remote with some travel to offices in Cardiff.
 
Responsibilities:
 
– Provide visible and effective leadership, creating a culture of excellence through continuous improvement and learning from experience.
– Act as a role model for groups of staff, setting a standard and always working to a professional code of conduct and ethics.
– Line-manage specialist staff across projects, allocating responsibilities and assigning packages of work, taking account of individual and team capabilities.
– Provide coaching and mentoring to support the professional development and capability of team members, advising on career paths and conducting formal appraisals to facilitate dialogue about expectations, progress, performance and development needs.
– Participate in people management practices, such as workforce planning, organising training and development, recruitment and employee relations (including grievance and disciplinary).
– Understand skills requirements and oversee the effective recruitment and deployment of resources, including delegation of roles and responsibilities.
– Provide direction and guidance throughout all stages of the project.
– Appoint project assurance roles and agree them with the Project Board.
– Identifying additional capabilities required by members of the extended team, and helping with their development
– Gathering independent assurance of the validity of project, and that the project is likely to achieve its aims
Planning and Design
– Lead and manage the successful delivery of national projects of significant size, complexity and risk ensuring that national projects produce the required products, to the required standard of quality and within the specified constraints of time and cost.
– Draft business cases for your area of expertise, with input from specialists as necessary, highlighting benefits, risks, costs and sustainability issues.
– Develop and maintain schedules of the project plan and integrate this with other inter-dependent projects, taking account of dependencies and resource requirements.
– Describe and confirm the project vision, scope and definition, and design the project structure in line with organisational project methodology, including measurable success criteria
– Plan and organise activities to support the long-term strategic plans, monitoring and adjusting plans and strategies accordingly.
– Drive the project (s) through lifecycles, including project initiation and project closure, transition to service, managing adherence to organisational project methodology such as stop/go decisions at stage transition.
– Drive the identification and management of benefits in line with organisational benefits methodology
– Carry out any other duties as required.
 
Essential Skills:
 
– Master’s degree in an associated professional field (or equivalent qualification / experience).
– Specialist project knowledge to post graduate level or equivalent experience.
– Relevant professional registration such as: APM Chartered Project Professional or PRINCE2 Registered Practitioner
– Knowledge gained through practical experience of working at this level, across the range of work procedures and practices.
– Evidence of continuous professional development.
– Extensive experience of successfully leading and managing highly complex transformation projects within a large complex environment, or leading and managing projects that have been in a specialist or work stream strand lead role within a programme.
– Proficient in the identification of key business stakeholders, by establishing relationships, analysing perspectives and managing stakeholders from a variety of backgrounds and disciplines and adapting stakeholder engagement style to meet the needs of different audiences.
– Proficient in working with frameworks and methodologies to ensure compliance with quality and operational standards, with the ability to plan, develop, maintain and apply quality management processes and to ensure the adherence to those standards throughout the project delivery lifecycle.
– Competent in the identification, assessment, management and mitigation of programme issues and risks, that could result in time or cost over-runs, or failure to deliver programmes that are fit for purpose.
– Competent in requirements management, planning and scheduling, including assessing, defining and justifying needs, planning the fundamental components of a project in terms of its scope, deliverables and time scales and maintaining schedules for activities that take account of dependencies, resource requirements and constraints in order to enable the efficient realisation of benefits.
– Proficient in principles, methods, techniques and tools for the effective management and tracking of programmes, and of related activities, through implementation to the successful achievement of planned business benefits.
– Proficient in Business change and implementation with the ability to document and analyse various options and to select the optimal solution, integrate the programme outputs into ‘business as usual’ (BAU) ensuring that activities are planned and completed to enable the business to implement the change and realise the benefits. Establishing protocols to manage and document all requests that alter the scope of a project, including the capture, evaluation and approval or rejection of any requests.
– Competent in principles, methods, techniques and tools for the preparation and monitoring of budgets to manage costs and ensure cost-effectiveness and value for money.
– Competent in methods and techniques for preparing, developing and presenting business cases to justify the initiation and continuation of programmes, requests for proposal (RFP) invitations to tender (ITT) and statements of requirements/work both verbally and in writing.
– Has a working knowledge in resource management with commercial and procurement skills, to identify and secure the resources required in line with the relevant regulatory framework, and to effectively and efficiently deploy financial and other resources. Including reassessment and reallocation of resources in a dynamic multi-programme environment to achieve optimum results and return on investment.
– Proficient in assurance processes, with the ability to establish, plan and manage programme controls, implementing reviews at appropriate points during all stages of the programme life cycle to provide evaluations of programme governance, compliance, and progress against time, cost, quality, compliance and ongoing viability.
– Proficient in identifying, sharing and promoting best practices and lessons learned to create a culture of learning and good practice that supports continuous improvement to optimise programme delivery.
 
Desirable Skills:
 
– Theoretical and specialist knowledge gained via relevant certification such as:
  1. Managing Successful Programmes Practitioner
  2. Agile Project Management (APM) Practitioner
iii. Project Management Institute (PMI) Project Management Professional.
  1. Major Projects Leadership Programme (MPLP).
  2. Management of Risk Practitioner
  3. P3O Practitioner.
