Change Centre of Excellence Manager
Venesky-Brown’s client, a public sector organisation in Cambuslang, is currently looking to recruit a Change Centre of Excellence Manager for an initial 5 month contract with option to extend on a rate of £500/day (Outside IR35). This role will be a hybrid of working at home and in the office.
Responsibilities:
– Creation of a Portfolio Performance Management Framework
– Design and implementation of appropriate Resource Capacity Planning Framework
– Design and implementation of appropriate Benefits Management Framework
– Design and implementation of appropriate Prioritization frameworks
– Design and implementation of appropriate Project Management Information Systems
– Continuous improvement and Integration of Change capability across the organisation’s Operating Model
– Design and implementation of Change Management Lifecycle and Framework specific to the organisation
– Building Network of Change Agents
– Develop Knowledge management and learning
– Liaise with key stakeholders including Line Managers, individual Project Managers, Service Development Directorate staff, and all Directorates with a view to building and enhancing change portfolio and programme processes, knowledge management, learning, performance and evaluation systems.
– Act as the key point of contact between all Directorates, the Senior Management Board, Major Projects and Transformation Committee and the Strategic Leadership Team.
– Accountable to the Head of Portfolio Office and forms part of the wider Portfolio Office team.
Essential Skills:
– Building and managing annual/regular planning cycles including scheduling and resourcing
– Development of portfolio management information and insights
– Project and programme frameworks, methods & tools and implementing PPM systems.
– Degree level qualification or equivalent experience
– Formal portfolio programme management qualification such as Managing Successful Programmes (MSP) or Managing Successful Portfolios equivalent
– Experience and Knowledge of P3M3 or OPM3
– Strong practical experience of portfolio and programme management including associated capabilities and services required across large and complex programmes of work
– Significant knowledge and application of project and program management methodology and techniques
– Experience and knowledge of Agile Practices and Frameworks
– Experience and knowledge of Portfolio Resource Capacity Planning
– Experience and knowledge of Benefits Management
– Experience and knowledge in Portfolio Roadmap Planning including dependency management
– Experience of leading and managing a team
– Self-motivated with proven ability to lead, engage and motivate others
– High level communication and advanced interpersonal skills
– Ability to analyse and interpret complex information with attention to detail and accuracy
– Considerable negotiation and persuasive skills
– Excellent planning and organisational skills and conversant with programme and project management techniques and tools
– Ability to find innovative ways to resolve problems
– Excellent report writing skills
– Experience of liaising successfully with external providers
– Experience of risk management in projects and programmes
– Experience of managing programme budgets effectively and overseeing procurement exercises
– Experience managing conflict and contentious change issues
– Driving licence or ability to travel as required
