Clerk of Works (M & E)
Venesky-Brown’s client, a public sector organisation in Dalkeith, is currently looking to recruit a Clerk of Works (M & E) for an initial 6 month contract with option to extend for a further 6 months on a rate of £210-£260/day (Inside IR35). This role will be a hybrid of working at home and in the office.
 
Responsibilities:
 
– Carry out Mechanical and Electrical Clerk of Works duties on complex multi-million-pound projects within the Capital Programme as directed by the relevant Programme Manager.
– Work under the organisation’s overseeing Senior Clerk of Works/Quality Liaison Officers as part of a Clerk of Works team (providing, where possible) crossover cover as and when required.
– Contribute to the team and liaise with and support organisational services, external contractors and advisors and colleagues in the Place Directorate on all matters relating to quality assurance within our capital programme.
– Undertaking M&E site inspections. Carry out a variety of property inspections, including pre and post works inspections, condition surveys etc. and manage as necessary works to bring the property or estate to acceptable standards in accordance with Specifications and Contract documents.
– Check setting out dimensions.
– Measure and sample building materials to check their quality, identify any defects and work with contractors to correct them.
– Supervision of M&E site tests and keep records.
-Co-ordinate with Building Standards, driving efficiencies, support and clear communication between the services.
– Monitor and report on progress of building M&E operations to Senior Clerk of Works, Project Managers, Programme Managers, design teams and clients. Compiling on-site M&E activity and conditions and resources records. Clerk of Works Reports to be detailed and laid out in an agreed format advised by Senior Clerk of Works. Ensure detailed photographic records recorded. Preparation of on-site project diaries.
– Ensure compliance with national and organisation policies on Health and Safety and Equal opportunities guidance, the requirements of the Data Protection Act, the organisation’s Financial Management regulations and other relevant Regulations and Directives.
– Report problems and queries to the Architect, Contract Administrator, Programme Manager and/or Project Manager (as appropriate/agreed prior to commencement of duties on any Project)
– Issuing site directions to the M&E contractor as required
– Assisting Quantity Surveyor in the recording of measurements
– Attending and contributing to design team and site meetings
– Scheduling outstanding M&E work
– Preparing schedules of defects
– Any other appropriate duties designated by management.
– Where directed, lead and manage M&E project handover process in accordance with the organisation’s processes, ensuring snagging works are checked on site and snagging lists are signed off prior to occupancy.
– Maintain up to date digital documentation and ensure all M&E/Building Services documentation at handover is complete and accessible to relevant colleagues. At project handover, complete the extensive handover checklist, deriving information and material from a wide range of sources, communicating and allocating these to the right services in a way that they can be easily accessed and understood.
– Assist in digitisation of Development Team’s records, adapting to and integrating new software packages to enhance quality of construction across Capital Programme.
– Ensure regular catch-up meetings held with line management to keep the Team fully informed of issues arising. Raise important issues asap to line management and seek direction.
 
 
Essential Skills:
 
– As a minimum, an HNC / HND in Building Services Engineering.
– Substantial experience in Building Services site inspection role, ideally in housing, care, leisure and learning estate.
– Detailed knowledge and experience in fire control measures, Building Regulations and British Standards requirement and compliance.
– Ability to read construction drawings, have report writing skills and be highly IT literate.
– Full driving licence required with own transport
 
Desirable Skills:
 
– Diploma or Degree level qualification or above within any of the disciplines relevant to the role applied for, with clear evidence of commitment to continuing professional development.
– Other designations such as professional body memberships relevant to the post.
– Specialist training in Passivhaus
– Expertise in heat pumps (air/ground source) and alternative heating installations at commercial/large scale and domestic levels.
– Specialist knowledge in data and comms.
– Specialist knowledge in utilities.
– REVIT/BIM experience.
