Accountant
Venesky-Brown’s client, a public sector organisation in Argyll and Bute, is currently looking to recruit an Accountant for a 5 month contract on a rate of £35.00/hour (PAYE). This role is fully remote.

All applicants must have the right to work in the UK at the time of application and be resident in the UK.
 
Responsibilities:
 
– The postholder will work as part of a team of qualified and non-qualified staff.
– The postholder will primarily provide accounting and budgeting support.
– Support the Principal Accountant to develop the team plans by working in partnership with colleagues (within and outwith the service) and by taking personal responsibility for planning how these are delivered effectively and efficiently to service users. 
– Identifying opportunities for service development and improvement
– Developing and revising policy and procedures to enable effective strategic planning within the constraints of available financial resources.
– Support the Finance Manager to develop the team’s service plans by working in partnership with colleagues (within and outwith the service) to ensure they are delivered effectively and efficiently to service users. 
– Ensure that high quality services and best value are delivered to service users by ensuring that all agreed plans are implemented efficiently and effectively. 
– Make a contribution to corporate working.
– Assist with the production of appropriate Service/Business Plans and other documents relative to the functions under their control.

– To ensure the implementation and use of information technology to enhance the efficiency and innovation, quality of service delivery in accordance with the IT Development Plan.

– Revenue budget monitoring
– Providing revenue budget information in respect of nominated department
– Reporting budgetary performance to budget holders, heads of service and service and departmental management teams   
– Supporting budget holders, heads of service and service management teams to contain cost within budget
– Ensure revenue budget information is reported consistently through service plans
– Ensure links in place between revenue budget and service and team plans
– Providing capital plan information in respect on nominated department
– Support project managers and heads of service with their capital responsibilities
– Effective use of financial resources and reporting financial performance
– Providing financial information and analysis to managers on a service basis
– Identifying financial issues and challenges
– Working with managers to develop and evaluate options to overcome financial issues and challenges
– Monitoring progress and impact of decisions and changes
– Developing reports on financial performance
– Ensuring service managers requirements for information on financial performance are met
– Financial support and advice in relation to projects, programmes and portfolios including business case development, monitoring and management of delivery phase and post implementation reviews.
– Reviewing adequacy of the financial and security regulations
– Ensuring procedures are in place to ensure proper financial administration for key financial processes including these out with direct management control.
– Ensuring compliance with VAT and other tax legislation
– Identifying risks and opportunities related to VAT and other taxes.
– Supporting both the Finance Manager and Principal Accountant in managing the revenue and capital and budget preparation and monitoring processes.
– Provide information to enable the preparation of reports for SMT and Committee on the revenue and capital budget.
– Developing appropriate and relevant accounting policies
– Ensuring compliance with professional accountancy guidance and statutory guidance
– External reporting of the financial position and performance to government and external stakeholders
– The preparation and audit of the financial statements and financial year end processes.
– Providing information to assist in managing charitable and trust funds
– Compliance with charity accounting requirements
– Investment management for charity and trust funds.
– Managing capital financing requirement of approx. £250m
– Managing short term investments of around £50m
– Developing treasury and investment policies
– Managing risk associated with treasury and investment function
– Ensuring funds are available to meet cash flow requirements
– Ensuring a balance between risk and return/cost
 
Essential Skills:
 
– The postholder must be a CCAB qualified professional accountant (part-qualified candidates won’t be considered) with similar industry experience.
– The postholder must have excellent numerical, analytical and communication skills and must be able to work efficiently and effectively on their own as well as part of a team
– Continuing professional development (meeting requirements of their professional body).
– Experience of providing financial advice and preparing and monitoring budgets in a complex organisation.
– Experience of presenting financial information to senior managers.
– Preparation and monitoring of complex budgets.
– Competent in the use of MS Office, particularly Excel.
– Excellent analytical skills.
– Involvement in preparation of annual accounts.

– Evidence of CPD
– Experience of working within industry’s finance.
– Preparing information and reporting on financial performance.
– Industry accounting and budgets.
– Use of Oracle Financials and Discoverer.
– Awareness of VAT issues affecting industry.
