Asset Management Technical Officer
Venesky-Brown’s client, a public sector organisation in Sandwell, Birmingham is currently looking to recruit an Asset Management Technical Officer for an ongoing contract with potential to extend on a rate of £18.72/hour PAYE. This role will be based onsite. The working hours are 37 hours per week.

Responsibilities:
 
– Prepare, maintain, and update terrier plans, ensuring accurate land and property ownership records.
– Conduct site inspections to verify boundary lines, ownership details, and any relevant land restrictions.
– Assist in the valuation process for properties and land owned by the organisation, supporting the Asset Management and Estates team.
– Prepare detailed plans for properties being sold under the Right to Buy scheme, ensuring compliance with legal and regulatory requirements.
– Liaise with Housing Officers and Legal teams to ensure all necessary documentation, including boundaries and property descriptions, is accurate and up-to-date and respond to requests for clarification from internal and external stakeholders
– Prepare service charge plans for leaseholders, ensuring the accurate calculation of service charge areas, maintenance zones, and related costs.
– Collaborate with Leasehold Officers to ensure service charge plans are consistent with lease agreements and other legal documentation.
– Provide technical support for the resolution of service charge disputes, ensuring that plans reflect actual services provided.
– Investigate and resolve boundary disputes and encroachments between tenants, owner-occupiers, and third parties.
– Conduct site inspections to assess the extent of boundary issues, providing reports and recommendations for resolution.
– Work closely with the Legal team to provide technical expertise on boundary disputes, ensuring compliance with property laws and local authority regulations.
– Act as a technical point of contact for internal teams (e.g., Housing, Legal, Estates) and external stakeholders (e.g., tenants, solicitors, surveyors).
– Prepare detailed reports, plans, and technical drawings to support property management decisions and dispute resolutions.
– Ensure compliance with all relevant legal, regulatory, and health and safety requirements related to land and property management.
– Ensure accurate recording of all surveys, site visits, and technical assessments.
– Maintain and update property databases, ensuring data integrity for land records and valuation details.
– Provide regular reports on the status of property records, valuation plans, RTB applications, and dispute resolutions.
– Conduct regular site inspections to assess property boundaries, land usage, and any encroachments.
– Prepare and update digital or physical property and boundary maps based on findings from site visits.
– Proficiency in CAD or GIS software
– To work in an agile manner across Sandwell.
– To participate in the operation of the organisation’s Appraisal Scheme.

– Such other duties as may be appropriate to achieve the objectives of the post to assist the Service Area in the fulfilment of its objectives commensurate with the post holder’s salary grade, abilities and aptitudes.
– The post holder must at all times carry out his/her responsibilities with due regard to the organisation’s policy, organisation and arrangements for Health and Safety at Work.

Essential Skills:
 
– BTEC HNC/HND in Building/Surveying or equivalent or proven knowledge and experience in subject area to this standard
– Must demonstrate mobility sufficient to enable efficient and effective travel around the borough.
– Experience preparing property valuations, drawing up land and boundary plans, and working on Right to Buy sales.
– Experience in managing and resolving boundary disputes or encroachments between tenants and owner-occupiers would be key, as these issues often require a combination of technical surveying expertise and interpersonal negotiation skills.
– Experience of resolving disputes, especially those related to property boundaries.
– Experience of producing drawings using CAD software
– Willingness to undertake any training considered appropriate for this post
– Ability to interpret and create technical plans and communicate to others.
– An understanding of Right to Buy regulations and procedures, particularly in the context of council-owned properties.
– An understanding of land tenure, boundary laws, and ownership rights
– An understanding of the legal framework around leasehold agreements, including service charge responsibilities, leaseholder rights, and the implications of shared ownership
– Knowledge of property valuation methods is required to ensure accurate appraisals of council-owned properties, particularly for Right to Buy sales. This includes an understanding of market value, rent assessments, and depreciation.
– Problem solving skills to identify clients’ needs in relation to their housing situation and identify, agree and implement suitable solutions.
– Basic numeracy skills to enable you to work with simple mathematical calculations and percentages, produce drawings and schedules of work, read plans, and interpret specifications
– Good communication and listening skills.
