Assistant Director
Venesky-Brown’s client, a public sector organisation in Peterborough, is currently looking to recruit an Assistant Director for an initial 12 week contract on a rate of £25.16 – £30.18/hour (DOE. This role will be based onsite.
 
Responsibilities:
 
– Provide flexible and proactive support to the Deputy Director of Workforce & OD, Director, leads and managers in all matters pertaining to the management of the workforce.
– Provide professional support to Deputy Director of Workforce & OD, leads and managers and Business Partner Team in all matters relating to medical employee relations, including supporting the management of highly complex cases up to and including Employment Tribunals and ensure this is in line with the Maintaining High Professional Standards Policy (MHPS).
– Provide leadership and management to the medical staffing and medical and dental education teams, ensure key objectives are achieved, the team are  supported and developed effectively and in line with organisation’s values.             
– Provide expert advice and support to all members of the organisation involved in formal employee relations action which will to notify and liaise with PPA NHS Resolution  Work with our Workforce & OD colleagues to provide senior level of expertise and guidance on all medical and dental policies and awareness of all employment law changes to reflect all Medical and Dental Terms and conditions for all grades of Medical Doctors ensuring policies are written in line with best practice and legal requirements that can be applied by managers in support of Trust business and objectives.
– Ensure the development of policy is aligned to the strategic goals of the organisation and reflective of wider change in the employee relations environment such as employment legislation, case law, changes to professional codes of conduct and other factors
– Work closely with the Resourcing Manager to lead the development and implementation of recruitment strategies to support and address key medical priorities.
– Work with all other areas of the Workforce and Organisational Development Directorate to deliver medical workforce strategies, policies and practices that are aligned with the Trusts purpose, objectives and values
– Lead the development and maintenance of a framework of offering that provides continued education and training of the Trust’s medical senior leaders and managers
– Provide support to the Local Negotiating Committee, developing excellent relationships with key stakeholders and ensuring good attendance and actions following the meetings are undertaken and cascaded to the Medical and Dental workforce. 
– Produce timely relevant reports, information and statistics and contribute to the development of appropriate Key Performance Indicators relating to medical workforce.
– Proactively support the medical leads to ensure the achievement of compliance of the medical workforce across a range of mandatory training and education requirements.
– Provide proactive expert advice and training as appropriate to Medical Leads and Junior Doctor Representatives on all matters of medical workforce terms and conditions of service and contracts, supporting change for improvement with flexible and innovative solutions
– Develop and design relevant training and development for managers, clinical leaders, and Workforce and Organisational Development colleagues in dealing with employee relations matters relating to medical staff
– Responsible for supporting and/or managing highly complex, contentious and politically sensitive employee relations cases
– Undertake regular analysis of medical workforce employee relations activity and related workforce data, including trend analysis, identifying short, medium and long term issues, and take appropriate action, be that immediate response or development of longer term plans 
– Provide high quality support and advice to managers and clinical leaders in the  effectiveness of job planning and the use of flexible terms and conditions of service, the reduction in locum and agency spend
– Identify Innovative solutions to improve medical productivity across the organisation. Identify ways of reducing the organisation’s reliance on external locums and agency doctors developing short and long term organisation wide plans to achieve this, engaging with key stakeholders
– Lead the provision of advice and support for medical appraisal and revalidation, and to feed into local practices and processes so that they are in line with national developments and standards of best practice
– Oversee the management of medical revalidation, and statutory requirements  relating to appraisal and revalidation are met, such as quarterly and annual mandatory reporting of compliance
– To support and oversee the Clinical Excellence Awards process (CEAs) by providing the CEA panel with advice on current national changes to process from 2018 and understanding the previous process and impatt for the Medical and Dental Staff
– To liaise with the Advisory Committee on Clinical Excellence Awards for any changes to National awards and ensure an effective system is in operation to remind those due for renewal
– To liaise with the Associate Director of People, Medical Director and Leadership team, and LNC Chair and Finance to ensure CEAs are held annually, the Panel is quorate and payments, authorised, made and accrued for.
– Oversee changes to working patterns to achieve compliance with the New Deal, European Working Time Directive and National Terms and Conditions of Service for junior doctors working within the organisation.
– Work with the Guardian of Safe Working to highlight and address exception reporting processes and escalate.
– Manage and oversee the process of managing fines attached to exception reporting as and when required
– Ensure that changes to policy and employment practice are communicated and understood by a wide range of stakeholders.
– Represent the function internally and externally as appropriate across a range of stakeholders.
 
 
Essential Skills:
 
– Post graduate degree level qualification or equivalent 
– MCIP Qualified or equivalent  
– Significant experience of managing and creating employee relations interventions that evidence a demonstrable impact 
– Significant experience of developing and reviewing medical workforce policies in line with guidance and legislation
– Experience of providing HR business partnering support and managing highly complex employee relations cases 
– Experienced in developing and implementing medical workforce strategies that support the delivery of workforce plans and objectives 
– Experience and understanding of developing and maintaining excellent and productive employee relations, engagement and partnership working. 
– Proven experience of managing workforce projects, systems and processed to deliver high quality workforce services
– Experience and understanding of all aspects of postgraduate Medical Education and the provision of an optimum learning environment for all doctors in training and medical students
– Expert knowledge of professional terms and condition of employment particularly in relation to the medical workforce 
– In depth knowledge and understanding of professional terms and conditions of employment, processes and policies 
– Sound knowledge of Employment law and HR policies and processes 
– Knowledge of strategic Workforce & OD initiatives and requirements to maintain compliance and performance
– Highly developed leadership, communication and influencing skills with the ability to credibly enthuse, motivate and involve individuals and teams 
– Able to communicate performance requirements clearly and ensure key performance indicators are met  
– Ability to analyse complex problems and develop workable solutions
– Able to collaborate constructively with internal and external partners to create the conditions for successful partnership working 
– Demonstrable capability and capacity for managing a complex environment
– Awareness and respect for colleagues, patients and relatives cultural, religious and emotional needs and beliefs
