Assurance Manager
Venesky-Brown’s client, a public sector organisation in with various locations across England, is currently looking to recruit an Assurance Manager for a 9-12 month contract on a rate between £21.14-£22.76/hour (PAYE). This role will be hybrid working in one of the organisations national offices that are across Newcastle, York, Manchester, Birmingham, Swindon, Bristol, Portsmouth (Fort Cumberland) and Cambridge.
Responsibilities:
– Working with the Head of Strategic Planning and Head of Portfolio Development and Delivery, lead on the development, implementation, management and continuous strengthening of a decision-making framework.
– Lead a pilot programme to test the decision-making framework, using innovative approaches, flexibility and digital tools, ensuring readiness for a full roll out across the organisation.
– Develop and manage assurance reporting mechanisms, ensuring portfolio, governance boards, and key stakeholders have visibility of assurance findings, risks, and recommendations, while providing oversight of portfolio delivery and ensuring that governance structures, risk management, and performance monitoring processes are effectively applied.
– Work in collaboration with the Risk and Performance Manager to ensure that portfolio assurance findings contribute to corporate risk and performance insights, that projects and programmes remain aligned with their strategic objectives and measure the effectiveness of their delivery.
– Manage the agile Portfolio Management Board who are responsible for overseeing the Corporate Plan Delivery Pipeline, enabling decision-making related to the organisation’s projects and programs, often at pace.
– Work with Head of Strategic Planning and Head of Portfolio Development and Delivery and projects/programme to ensure a consistent approach and adherence to the decision-making framework and assurance findings, challenging colleagues where appropriate.
– Work with Head of Strategic Planning and Head of Portfolio Development to support business case appraisal across the unified portfolio.
– Oversee Strategic Planning’s contribution to the Annual Report and Accounts, collating information and driving an ambitious approach to strategic design.
– Manage, motivate and support the Assurance Officer to ensure efficient and effective support is given to the unified portfolio, Portfolio Management Board and delivery pipeline.
– Support the Head of Strategic Planning in delivering Corporate Plan activities directly related to the work of the Strategic Planning Team.
– Provide management information and updates as required for Commission, the Audit and Risk Committee, Business and Finance Committee, Executive Team, the Corporate Leadership Team, and the community of activity owners in relation to the projects for which they are responsible.
– Ensure the timely delivery of specific projects assigned to the team and undertake any other reasonable duties commensurate with the grade and competencies required of the post.
– As a manager, ensure our legal obligations and the expectations set out in our policies are met, including health & safety, equality & diversity, finance, procurement, information security and managing people.
Essential Skills:
– Experience of assurance management, including development and/or implementation of decision making (assurance) frameworks.
– Demonstrable experience of driving innovation and implementing new initiatives.
– Strong data literacy and numeracy skills, and experience analysing and presenting complex qualitative and quantitative information with a good attention to detail.
– Experience of evaluation, monitoring and reporting complex projects / at the corporate level. Attention to detail and accuracy. A good understanding of the Public Value Framework, ideally with experience applying it practically.
– Demonstratable experience of planning and managing multiple complex priorities and projects in parallel, while maintaining a focus on delivery and quality.
– Experience of managing people.
– Ability to engage and influence colleagues at all levels, making challenging concepts and processes clear and actionable
– Experience in facilitation, ensuring productive discussions and decisions.
– Demonstratable experience of using critical thinking skills, with the confidence to challenge assumptions and identify risks and opportunities.
– Sound judgement, with the ability to anticipate issues and support strategic priorities.
– Ability to work without regular supervision, to take initiative and to self-motivate. Resilient and adaptable, comfortable navigating challenges and ambiguity, with the tenacity and perseverance to see projects through.
