CDM Officer
Venesky-Brown’s client, a public sector organisation in Renfrewshire, is currently looking to recruit an CDM Officer for an initial 6 month contract on a rate of £177.59/Day (inside IR35).
 
Responsibilities:
 
– Overseeing appointed sub-contractors carrying out planned upgrades within Investment and other programmes.
– Overseeing appointed Contractors on building repairs as result of fire / structural damage.
– Liaison with utility providers carrying out Service Upgrades to Tower Blocks and Sheltered Housing Complexes.
– Collect, review and undertake Risk Assessments; produce appropriate method statements and collect and file other safety related documentation from Appointed Contractors.
– Liaison with Compliance Team on issues relating to Asbestos, Fire Safety, Utilities.
– Liaison with Corporate Health and Safety Management on identified H&S issues – e.g. Working at Heights / Asbestos / Accident- Incident Reporting. Attendance at all working group meetings.
– Attending Corporate Safety meetings to review all health and safety matters across the Authority.
– Manage the day-to-day workload of the Assistant CDM Officer.
– Collate reports and information on contractor performance for management, procurement and performance officers.
– Prepare and deliver presentations in the form of Toolbox Talks relevant to the nature of the works carried out to internal staff and contractors.
– Ensure all incidents are reported timeously on Business World and relevant notifications lodged.
– Respond to emergency situations within the Housing Asset & Investment Teams where appropriate and liaise with the relevant departments.
– Undertake such duties and responsibilities as may be required in terms of the Health & Safety Acts and related legislation, e.g. Health & Safety at Work Act 1974.
– Proactively identify and assist in the management of risks which may impact on project performance and contractors ability to deliver the contract specifications to required standard, timeframe and budget.
– Monitor all site activities on projects advising and reporting on ongoing activity within areas of responsibility in accordance with current Health and Safety regulations.
– Communicate with internal and external bodies and attending meetings and working groups in respect of all CDM matters.
– Manage the preparation/Compilation and presentation of Pre-Construction (Principal designer) Information for assorted Construction Programmes.
– Manage the Assessment and Review of Contractor H&S Documentation, Accreditations, Individual Qualifications and relevant Insurances
– Prepare and Submit HSE F10 Notification(s) for Construction Programme(s)
– Provide support to Asbestos Compliance Team and individual Construction / Development teams with regards to monitoring and reviewing Asbestos Survey and Removal Contractors RAMS and results of activities.
– Ensure the safe delivery of all Capital investment programmes.
– Attend all pre start contractual meetings with contractors.
– Ensure customer needs are met through continuous improvement in project delivery within established timescales
– Meet regularly with stakeholders and contractors to evaluate performance and carry out necessary interventions to maintain delivery of individual projects.
– Carry out Health & Safety checks and provide regular reports to the CDM / Health and Safety Advisor and Senior Management Team as directed.
– Coordinate responses to enquiries and complaints and provide a comprehensive response within established timescales for specified projects
– Prepare reports for senior management and Policy Boards. Provide advice and information to senior management on all matters relating to the Health & Safety of the housing investment programmes
– Ensure the updating and maintenance of all databases, ensuring that all files have been completed correctly and contribute to the development of the systems and files.
– Ensure compliance and implementation of the department’s IT security procedures, taking account of statutory and regulatory requirements.

Essential Skills:
 
– Appropriate CDM qualification.
– Experience of construction environment in CDM capacity.
– Experience of working with spreadsheets, data bases, etc.
– Awareness of most up to date legislation and procedures (CDM 2015). 
– Flexible approach to service delivery requirements.  Knowledge of designer competence and an ability to ensure all documentation is presented timeously.
– Computer literate.  Commercially aware.
– Ability to establish relationships with Clients/Designers. 
– Be innovative and have excellent written & verbal communication skills.
– Innovative, flexible approach
– Good health record. 
 
Desirable Skills:
 
– Construction relevant qualification. Membership of relevant professional body. Nebosh Health and Safety Management for Construction.
– Appreciation of the workings of Local Authority.
– Asbestos awareness as it relates to construction projects.
– Driving Licence.
