Change Programme Manager
Venesky-Brown’s client, a public sector organisation in Edinburgh / Glasgow, is currently looking to recruit a Change Programme Manager for an initial 9 month contract with option to extend on a rate of £500-£550/day (Inside IR35). This role will be a hybrid of working at home and in the office. 
 
Responsibilities: 
 
– Initiate and co-ordinate delivery of Service Enhancement Programme to support delivery of the recommendations of the Service Enhancement Plan 
– Establish programme management function and governance structure 
– Design and implement an effective approach to benefits management 
– Develop programme/project plans and timeline 
– Establish projects with appropriate resources and co-ordinate through the implementation lifecycle from business case development & impact analysis to initiation, delivery and closure 
– Manage dependencies and linkages with other areas of work across the organisation and the wider public procurement landscape 
– Monitor progress and establish a clear approach to project status reporting 
– Manage changes and alterations to the programme scope, objectives and tasks as required 
– Develop a communications and stakeholder management strategy (in conjunction with colleagues in the Directorate Business Management Unit) and act as key liaison for stakeholders, including customers, team members and senior management team 
– Develop an effective risk management strategy with clear approach to identify, mitigate and escalate risks and issues as appropriate 
– Oversee programme budget 
– Establish appropriate mechanisms for project monitoring & reporting 
– Establish appropriate quality assurance approaches to ensure that projects are delivered to the desired quality standard, including co-ordinating Gateway review process as required 
– Co-ordinate the project team and coach staff in the introduction and development of programme & project management approaches 
– Co-ordinate an effective approach to change management, providing support for the introduction of new functions with minimum disruption to BAU whenever possible 
– Develop programme/project closure reports and lessons learned reports as required. 
– A key element of the role will be to ensure that as the project progresses, the Change Programme Manager provides the necessary transfer of knowledge to senior staff and any key staff member identified by the project sponsor to ensure that the internal management team can assume full ownership of the programme once this contract ends. 
 
Essential Skills: 
 
– Leadership, strategic thinking, decision-making, good organisation, problem solving, adaptability, conflict resolution, excellent communication skills and experience of coaching/mentoring are all essential skills 
– Must be a suitably qualified Programme / Project Manager with relevant experience and/or accreditation (such as MSP/Prince 2) 
– Experience in delivering transformational change projects is required (ideally in a public sector environment) 
– Have strong knowledge and understanding of the complexities involved in introducing change to the public sector, multi-agency approach, collaboration, partnership etc. 
 
Desirable Skills: 
 
– Experience of introducing a programme and project management approach to a division that hasn’t operated in this way before is desirable 
– Should have an understanding of the sensitivity of introducing a change management programme within a well-established function.  
– Have the necessary skills and awareness to fulfil the role of Change Programme Manager including experience of leading Change Management in other similar environments and experience of engagement and coaching/mentoring to support the change. 
– Experience of delivering change within an Agile Programme environment is also desirable
