Commercial Officer
Venesky-Brown’s client, a public sector organisation in Dundee, is currently looking to recruit a Commercial Officer on a permanent basis on a salary of £36,024 – £44,263. This role will be based on site in Dundee.
 
Responsibilities:
 
– Support procurement strategy, standards, methods, processes and management practices that ensure compliance with legislation and regulation. Contribute to cost-effective procurement of products and services, while reviewing terms and conditions to align with current policies and legislation. Assist with coordinating procurement process from clarifying requirements to monitoring contracts. Actively identify and implement business improvement opportunities to drive continuous progress.
– License Management: Organise and manage license procurement activities: assess software needs and requirements, evaluate licensing options, negotiate contracts, manage vendor relations and renewals. Your responsibilities also include the evaluation of license agreement & policy compliance, maintenance of software management system, and evaluation & implementation of value add activities. You will conduct regular audits to identify non-compliance issues and provide advice on corrective measures. Additionally, you will identify opportunities for license optimisation and cost savings/efficiencies, provide guidance on license trends and changes, and advise on license implications during technology evaluations, software deployments and system changes.
– Supplier relationship management: Endorse policy and procedures covering the selection of suppliers, tendering and procurement, promoting good practice in third party management with respect to information security. Conduct supplier analysis and assess effectiveness across the supply chain, and where applicable, perform benchmarking analysis to drive improvement.
– Contract management: Support contract negotiations and the resolution of contractual issues, including instances of non-compliance with contractual obligations. Promote effective change control processes and assist in variation negotiations as needed. Promote continuous improvement programmes with suppliers, implementing strategies and incentives to enhance performance. Conduct comprehensive financial and contractual evaluations. Uphold non-discriminatory behaviour and ensure compliance with legal requirements
– Financial management for IT: Assist with monitoring and management of IT expenditure, including examining any areas where budgets and expenditure exceed their agreed tolerances. Assist with implementing effective financial control and decision making, especially in the areas of service, projects and component cost models and the allocation and apportionment of all incurred IT costs.
– Asset management: Promote the continuing economic and effective provision of services, ensuring all changes to assets and services are appropriately and accurately controlled and recorded. Provide information and advice on issues such as maintenance of hardware assets, licensing of software, protection of intellectual property, and legal obligations.
– Stakeholder relationship management: Develop and maintain a comprehensive communications approach, acting as single point of contact. Gather information from the customer to understand their needs (demand management) and detailed requirements. Facilitate open communication and discussion between stakeholders, using feedback to assess and promote understanding of need for future changes in services, products and systems. Coordinate changes and assist with planning and implementation. Maintain regular contact with customers and stakeholders to ensure satisfaction. Capture and disseminate both technical and business information.
– Sustainability: Support sustainability strategy; assist in the development of a sustainability strategy for IT, encompassing sources of supply, control and measurement of in- house utilisation, procurement of resource efficient products and services, and legislative factors.
– Business analysis: Undertake investigative work to determine business requirements and specify effective business processes, through improvements in information systems, information management, practices, procedures, and organisation change. Assist with investigations for strategy studies, business requirements specifications and feasibility studies. Support development of business cases which define potential benefits, options for achieving these benefits through
development of new or changed processes, and associated business risks. Identify stakeholders and their business needs.
– Information systems coordination: Maintains an awareness of the global needs of the organisation and promotes the benefits that a common approach to IT deployment will bring to the business as a whole, among information systems and business management. Coordinates the promotion, development, acquisition and implementation of information systems and services in close liaison with those responsible for management and strategy.
– Project coordination: Assisting in the coordination and management of medium scale projects. This includes monitoring project timelines, deliverables, and milestones; rescheduling and organizing meetings; collaborate collaboration with cross-functional teams; to ensure project objectives are met and assisting with preparation of preparing project-related documentation and reports.
– Following HR policies and guidelines and relevant strategies, facilitate in the creation and management of a balanced development plan for each member of the Buying team that takes account of business objectives and individuals’ aspirational goals.
– Ensure that the performance of staff is managed and reviewed in accordance with relevant policies, procedures and timescales. This includes ensuring that team members are on board, unified and moving in a direction that is aligned to our goals.
– Following consultation, from time to time assist or support work of a similar level and nature in other areas as required.
– Travel to all organisational locations as and when required.
– Ensure all relevant legislation and policies are adhered to.
– Any other duties as prescribed by the Commercial Manager.
 
Essential Skills:
 
– Relevant procurement experience
– First Degree in relevant subject or equivalent experience
– Previous relevant work experience in IT environment
– Experience of the maintenance and development of processes across a complex organisation
– Experience of fulfilling the role as described in the duties above
– Proficient in Microsoft O365, particularly Excel and Word
– Must possess excellent written and oral communication skills to influence and persuade people at all levels and to exchange complex technical concepts in a manner appropriate to the audience.
– Proven experience managing a team covering a range of technical areas. Evidence of successful management and development of a team of skilled IT professionals.
– Evidence of instilling a culture of customer service and technical excellence
 
Desirable Skills:
 
– Higher Degree in relevant subject or equivalent experience.
– ITIL Foundation Certificate
– Service delivery management experience of working in an ITIL—based framework; familiarity with the processes, procedures and outputs of ITIL
– Previous experience working with finance systems
