Development Planning and Place Officer
Venesky-Brown’s client, a public sector organisation in Dumbarton, is currently looking to recruit a Development Planning and Place Officer, contract up to  20 weeks,  hourly rate £24.57 PAYE. This role will be remote based.
 
Responsibilities:
 
– To prepare, monitor and implement the Local Development Plan, planning guidance and master plans and other related project work undertaken by the Team
– To provide Development Plan policy advice to the public, developers, Development Management colleagues and others within the organisation who are developing projects and strategies.
– Preparation of Development Briefs, Development Frameworks and Masterplans, and contribute to the delivery of associated projects.
– To participate in the preparation of strategy documents and provide comments on plans, strategies, consultations and other documents prepared by external bodies which may impact upon the organisation.
– To represent the organisation at meetings and at meetings with external agencies, organisations and developers.
– To prepare high quality reports for the organisation and Committees and briefing notes.
– To undertake consultation in relation to all aspects of the Team’s workload.
– To undertake the monitoring of developments and other land use change and maintain and develop related datasets and spatial information.
– To maintain and provide statistical information relevant to development planning.
– Participate effectively as a key member of the Development Planning and Place team contributing to the team being viewed as effective in the way it operates.
– Work in partnership with the Development Management and Building Standards Teams to deliver an integrated service to developers, and with other services, external agencies and other stakeholders in order to achieve shared objectives.
– Contribute to the Development Planning Team’s presence on the website through the provision of text, data and documents.
– Contribute to directorate policies and strategic plans and in particular contribute to the development of the operational plan for Planning and Building Standards service in accordance with planning and budgeting guidance.
– Explore opportunities for additional external income to augment current budgets and recommend those which could be taken forward for implementation.
– Undertake personal development planning and continuous personal development (CPD) in order to contribute to the improvement of the service and to remain familiar with current legislative requirements and good practice advice.
– Undertake any other duties as required.
 
Essential Skills:
 
– Educated to degree level or equivalent with a relevant Town Planning qualification (e.g. BA, MSc, Dip)
– Chartered Town Planner – must be a full member of the Royal Town Planning Institute
– Evidence of Continuing Professional Development
– Considerable experience as a practicing Town Planner
– A successful track record and background of consistent achievement in the development of planning policy.
– Experience of working with and across a wide range of agencies.
– Experience of dealing with complex technical issues (e.g. housing demand, retail impact).
– A proven track record of working with stakeholders to successfully engage them in the process of developing planning policy.
– Experience of participation in hearings, committees and/or public
– Strong interpersonal skills and ability to challenge, support, influence and engage developers, consulters and the wider public.
– Excellent written and oral communication skills, including ability to prepare reports on complex issues and the confidence to present them.
– Sound knowledge and understanding of current/changing legislation, policies and good practice advice.
– Ability to work as part of a team or individually.
– High level of credibility in order to influence and effectively manage business relationships.
– Pragmatism, a can do attitude and a high achievement drive.
– Strong client and service delivery orientation.
– Ability to work on own initiative whilst balancing team, service and corporate responsibilities.
– Self-motivated, flexible and adaptable.
– Approachable and customer focused.
– Ability to work under pressure to deliver positive results.
– Commitment to participate in work requirements out with standard office hours and /or outwith the boundary of the authority.
