Emergency Preparedness Manager
Venesky-Brown’s client, a public sector organisation in Cornwall, is currently looking to recruit a EPRR Manager for an initial 3 month contract on a rate of £19.89-£22.76/hour PAYE – working 37.5 hours per week. This role will be remote working.
Responsibilities:
– Support the Head of EPRR in delivery of Category 1 status under the Civil Contingencies Act 2004 (CCA).
– Support the development and maintenance of EPRR and BC plans policies and procedures.
– Support with reviewing and where necessary proposing and drafting changes to EPRR and BC plans, policies, procedures.
– Regularly review and update incident response action cards and on-call support materials.
– Contribute to and lead specified workstreams for the annual EPRR / BC work plan for the ICB
– Support delivery of EPRR / BC projects, ensuring all projects, and developments are delivered to time in a cost-effective manner.
– Assist in the production of annual and ad-hoc EPRR / BC reports.
– On an ongoing basis collate evidence for and support the preparation, delivery, and coordination of the annual EPRR assurance process.
– Develop and participate in tests and exercises to ensure plans are in-place, understood and can be effectively activated and utilised within the ICB, involving colleagues across all directorates and the system (where appropriate) including the on-call teams.
– Contribute to the EPRR agenda for the ICB, working closely with key stakeholders across the range of emergency preparedness work streams
– To coordinate with all directors and senior managers to ensure the maintenance of the organisation’s Business Continuity Management (BCM) framework that allows for identifying and managing risks that could disrupt normal service
– To deliver the secretariat function of the LHRP.
– To support delivery of training and materials to members of the ICB senior management on-call rota.
– Support the head of EPRR in producing and delivering the EPRR work plan for the ICB
– Ensuring the ICB meet its statutory responsibilities, ongoing incident responses and lessons identified are acted upon, including meeting all due diligence requirements.
– Support the EPRR administrator as required.
– To carry out other appropriate delegated duties as required
Essential Skills:
– Previous healthcare experience
– Detailed and wide reaching EPRR knowledge or including an understanding of CCA and the legislative framework for EPRR. Specifically, an understanding of the statutory responsibilities of healthcare category 1 responders and how national regional and system command and control arrangements operate during major incidents
– Experience of working in a high-pressured environment with rapidly changing priorities.
– Experience of communicating with a wide range of staff at all levels and in a range of organisations through a range of methods e.g., face to face, formal presentations
– Experience in dealing with sensitive and confidential information
– Experience of operating as Tactical / Silver incident manager / coordinator in a wider range of major incident scenarios including those requiring multiagency response and incidents with prolonged response and recovery phases
– Experience of multi-agency planning / training / exercising
– Educated to first degree level or equivalent level of experience of working at a senior level in specialist area (Dip Healthcare / Emergency Planning – DIP HEP, HEPPR or equivalent)
– ECDL or equivalent qualification or extensive experience in use of standard office software
– Intermediate knowledge of IT systems and software programmes such as Outlook, Word, Excel, and PowerPoint
– Use of Office 365 and SharePoint
– Understanding of confidentiality and the Data Protection Act
– Project management qualification or experience
– Maintenance of CPD or Member of relevant professional body (e.g., EPS, ICPEM, BCI etc.)
Desirable Skills:
– Awareness of a range of Health Services provisions
– Experience across a range of administrative activities
– Understanding of Data Protection legislation
– Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience, including emergency and resilience systems
– Formal EPRR / BC Postgraduate or Professional Qualifications
