Head of Finance
Venesky-Brown’s client, a public sector organisation in Oldbury, is currently looking to recruit a Head of Finance for an initial 3 month contract with potential to extend on a rate of £540/day (Inside IR35). This role will be based in Oldbury.
 
Responsibilities:
 
– To advise the Board and Executive Management Team on all financial issues relating to the organisation and promote financial management and strong financial controls.
– To advise and support stakeholders on all relevant service matters, including advising on legislative developments, making policy proposals, writing reports and attending management meetings.
– To work closely with the Director of Resources and Governance in establishing, agreeing, and monitoring operational targets for service delivery and management performance for the organisation and the employees for whom the post holder is responsible.
– Establish longer-term organisation-wide financial position and develop financial strategies with senior stakeholders.
– To implement, maintain and develop efficient and effective financial forecasting processes to support the organisation, so that spending is kept in line with the agreed budget and service targets.
– Work closely with all senior stakeholders to ensure best use of financial resources, providing the strategic financial advice, insight, intelligence and support needed.
– Ensure policies, procedures and controls are compliant with all relevant legislation, codes, regulations, guidelines, standards and best practice.
– To challenge and support decision makers on affordability and value for money and advise on financial thresholds where required.
– Undertake employee relations/ supervisory responsibilities as set out in the organisation’s HR Policy documentation.
– To develop service policies which actively communicate and consult clients, and employees.
– To represent the Director of Resources and Governance at relevant forums as required.
– To be responsible for the efficient utilisation of staffing resources within the organisation, to include the implementation of the policies and procedures relating to employment and relevant legislation.
– To undertake such other duties as may be appropriate to achieve the objectives of the post or to assist the organisation in the fulfilment of its objectives.
 
Essential Skills:
 
– Extensive knowledge of financial accounting, reporting, and analysis.
– Ability to develop and implement financial strategies that align with the organisation’s goal.
– Ability to communicate complex financial information to various stakeholder.
– Understanding of business operations and commercial driver.
– Ability to analyse financial data, identify trends and propose solutions.
– Substantial knowledge and expertise within Children Services or Social Care and understanding of frameworks, grants and compliance requirements.
– Comfortable working within a governance environment, regularly reporting to senior executives and stakeholders and being subject to scrutiny.
– Ability to work under pressure and deliver results with tight deadlines.
– A qualified accountant (CIPFA, ACA, ACCA, CIMA or equivalent)
– Strong leadership and stakeholder management skills
– A strategic thinker with a hands-on approach
