Head Of Office Estates
Venesky-Brown’s client, a public sector organisation in Swindon, is currently looking to recruit a Head of Office Estates for a up to 3 months contract on a rate of £30.45 – £32.05/hour (PAYE).
Responsibilities:
– Manage the Office Estate team; set clear and achievable strategic goals and objectives; ensure deliverables and deadlines are met whilst delivering excellent customer service; develop the skills and knowledge and potential of individual team members to build a strong, customer focussed team, functioning at its full potential; identify and manage any performance issues and successes within performance management guidelines.
– As a manager, ensure legal obligations and the expectations as set out in policies are met, including health & safety, equality & diversity, finance, procurement, information security and managing people.
– Control departmental budget to ensure spend is made on key priorities and within the annual amounts agreed; liaise with the Facilities Management team and key stakeholders to agree priorities; ensure spend is carried out in accordance with spend and procurement policies and processes; ensure appropriate provisions and accruals are remade at year end for rent reviews and lease renewals arising in previous years.
– Plan and manage office property portfolio: manage property acquisitions and disposals in accordance and government guidance and procedures; lead on negotiation and management of all leases, licences, wayleaves, easements and tenancies; handle issues such as notice procedures, covenants and points of law in associations with professional and legal advisers as required; take lead on landlord liaison and negotiation; identify and schedule works required under the terms of the lease and, if required, draw up specification of works; ensure an effective property record system is maintained; manage prompt and accurate billing of tenants.
– Ensure our legal, statutory and financial obligations as a landlord and tenant are met. This includes (but is not restricted to): business rates, challenging demands and seeking external advice where appropriate; tenant leases; carrying out due diligence on prospective tenants in line with HMRC guidelines.
– Identify and maximise opportunities for Income generation from the Office Estate.
– Ensure government reports and returns are correctly completed and submitted on time, e.g.: Cabinet office benchmarking, State of the Estate report; DCMS returns.
– Carry out other requests from the Director of Corporate Services as required
Essential Skills:
– MRICS qualified with broad estates management experience
– Experience of or knowledge of business rating
– Proven experience of procurement and contract negotiation
– Computer literate
– Experienced team manager with the ability to lead a team to achieve their full potential and deliver against objectives. Able to demonstrate sound performance management skills and knowledge.
– Proven ability to consistently deliver to deadlines and targets
– Good influencing and negotiation skills
– Able to manage budgets and undertake financial reporting requirements
– Good strategic and operational planning skills
– Clear and concise communications skills (verbal and written); strong presentation skills

– Experience of preparing specifications for repair work and/or building surveying
– Experience of working with the Office of Government Property and knowledge the Government Estate Strategy

– Experience in or knowledge of using government frameworks
– Knowledge of procurement guidelines
