Housing Officer
Venesky-Brown’s client, a public sector organisation in Livingston, is currently looking to recruit a Housing Officer for a 13 week contract initally on a rate of £20-£22.00/ Hour PAYE. This role requires a drivers License as driving around the community is required.
 
Responsibilities: 
 
– As the case manager you will be responsible and accountable for the maximisation of the income.  Provide advice, support and assistance to all tenants and customers who are experiencing financial hardship that may impact on their ability to sustain or access a tenancy. 
– Collate and present information and evidence of compliance with the legislation requirements to progress cases via the court process. 
– Arrange and attend evictions. 
– Ensure that all relevant debt recovery processes are implemented in line with the service aims and objectives. 
– Responsible for managing the tenancies and enforcement of the relevant elements of the tenancy agreement.  Process any tenancy amendments in line with the policies and statutory requirements. 
– Responsibility for undertaking any housing need assessments for existing tenants as part of effective tenancy management and support. This will include planning for and completing person centred assessments such as Personal Housing Plans, applications for housing, and highlighting where there is a need for consideration of managerial discretion to applications from housing tenants. 
– Support tenants in securing permanent accommodation and where necessary provide ongoing support to enable tenants to maintain and sustain their tenancy. 
– Work in partnership with Housing Need to deliver the successful and sensitive relocation and settlement of new tenants transitioning from prison, hospital or other institutions or care environments. 
– Work closely with those who are leading on multi agency protection cases via MAPPA and report where non-compliance is highlighted  
– Prepare Protection of Vulnerable Adults and Child Protection reports and attendance at multi agency case conferences in accordance with agreed standards.  Report any protection issues to the housing manager and relevant agencies. 
– Work effectively with partner agencies to resolve complex tenancy support issues and achieve sustainable solutions to meet the needs of the tenant(s) and community.  Attend and contribute to case conferences as appropriate. 
– Resolve minor complaints relating to anti-social behaviour, work with Safer Neighbourhood Team and the Police on complex cases  
– Assist in the provision of mediation and support services to families and tenants as necessary. 
– Responsible for repairs as identified, liaise with Building Services to seek acceptable solutions and adherence to targets and customer care commitments. 
– Work with partners delivering capital programmes to ensure that any issues are raised and resolved.   
– Assist and support the Estates Team in the resolution of any complex estate issues. 
– Attend tenants’ meetings, deal with issues raised as appropriate, work proactively with the community to improve the lives of tenants and their communities.  Encourage and support tenant participation through supporting local community groups and Tenant Information days. 
– Work with local elected members and ensure that enquiries are resolved in accordance with agreed standards. 
– Manage complaints in accordance with complaints procedure and customer care commitments.  Seeking acceptable solutions to the tenant’s satisfaction.  Where necessary escalating them to the appropriate manager/service, whilst keeping the tenant informed of progress 
– Carry out duties in accordance with Health and safety requirements paying particular attention to relevant risk assessments and safe systems of work. 
– Undertake any other duties as required by your manager to support the service and its ongoing development. 
 
Essential Skills: 
 
– Chartered Institute of Housing Level 4 or equivalent and recent relevant frontline Housing Management experience. 
– Shelter Home Point Level 2 qualification. 
– Extensive working knowledge of housing and associated legislation. 
– Ability to identity and resolve complex housing issues. 
– Highly developed interpersonal and communication skills. 
– Ability to prioritise own workload and work in a pressured environment. 
– Good knowledge of various IT packages. 
 
Desirable Skills: 
 
– Extensive knowledge of housing related legislation and good practice. 
– Ability to work proactively to resolve challenging situation. 
– CIH membership.
