Housing Services Manager
Venesky-Brown’s client, a public sector organisation in Rugby, is currently looking to recruit a Housing Services Manager for an initial 12 month contract on a rate of £40 per hour Umbrella – £30.77 per hour PAYE .This role will be hybrid working with 2 days onsite per week.
 
Responsibilities:
 
– Be an effective, customer focussed leader responsible for the management of housing services areas within the remit of the role
–  Provide leadership to ensure that officers are empowered to realise their potential and to take ownership of their work. Where appropriate, to ensure that non-performance is managed effectively and in a timely manner.
– Management of complex housing related projects that inform and facilitate the delivery of the housing service plan, Housing Strategy and the Housing Revenue Account business plan
– Work collaboratively with a diverse range of partners for mutual benefit and deliver outcomes required by the Councils priorities
– To work and manage the housing service and develop processes collectively with other managers in the service and corporate teams to implement service improvement changes both for the customer and the Council
– Procurement, monitoring and management of Contracts relevant to the service
– Work with others to ensure the delivery of a value for money service that is fit for purpose and in accordance with regulatory requirements, policies and procedures
– To prepare reports for a variety of stakeholders, including Leadership Team and Elected Members, as requested by the Head of Service or Leadership Team 
– To effectively and robustly execute the client role to ensure excellent service delivery in respect of property repairs services (who are the contractor)
– Oversee the implementation and management of estates management/neighbourhood inspections to ensure any issues are picked up and dealt with effectively, involving Ward Councillors where necessary
– Support the development and delivery of tenant / resident involvement initiatives to empower tenants and hold the service to account for excellent service delivery and community outcomes 
– To take a lead on instigating and developing links and partnerships with other local authorities, private, public and community and voluntary sector organisations to deliver the councils plans for the housing service
– Effective management and development of teams by mentoring, motivating, coaching and leading the teams to ensure the service is delivered
– Ensuring the provision of good customer care and customer services in line with the Council’s ‘CAN DO’ values and Equality and Diversity policies, ensuring they are promoted and embedded in service delivery
– Knowledge of relevant housing legislation and regulatory requirements for management of the service
– To plan and manage budgets (capital and revenue) relating to the service area in conjunction with the Chief Officer
– Work with the Council’s ICT service to develop and implement technological    solutions that continue to meet the needs of the landlord management function
– Contribute to and in some cases, lead transformational change in own area and across the rest of the service to ensure the customer journey is joined up
– Demonstrate commitment, vision and leadership to delivery of the housing   management service
 
Essential Skills:
 
– Demonstrable leadership skills and behaviours
– Demonstratable successful change management experience in housing, or a related field
– Management and supervisory experience in managing teams successfully
– Demonstrable working knowledge of housing and relevant legislations and how it is developing
– Experience of housing management of general needs and independent living types of accommodation
– A successful track record of achievement in the relevant service area in a challenging organisation
– The delivery of significant corporate and service specific projects which combine a number of cross cutting areas
– Involvement in partnerships with other local authorities, community and voluntary sector and statutory agencies
– Ability to lead, motivate and empower teams that work within the service and other cross cutting areas
– To operate flexibly in the face of new demands and within a challenging environment
– To innovate in response to new housing requirements and circumstances, converting ideas into practical actions
– Demonstrate a commitment to the Councils values and Equality and Diversity objectives with the ability to consider diverse needs in service delivery
– Excellent communication skills
– Knowledge of procurement and contract monitoring
– Ability to work within the council’s financial guidelines
– Ability to manage projects
– A proactive approach to health and safety
– A commitment to work within our CAN DO values
 
 
Desirable Skills:
 
– Good understanding and experience of IT systems utilised within the housing management fields
– To influence and successfully negotiate with others within complex and competing environments
– To demonstrate resilience during periods of change and high pressure
– Good understanding and experience of IT systems utilised within the housing management fields
– Membership of the Chartered Institute of Housing or equivalent body.
– A management qualification
