HR Advisor
Venesky-Brown’s client, a public sector organisation in Glasgow, is currently looking to recruit a HR Advisor for an initial 4 – 8 weeks fixed term contract at a rate of £19.35/ hour PAYE. The working hours are 35 hours per week Offering 45 days holidays (including bank & public holidays) Local Government Pension Scheme (LGPS) Flexible working opportunities This role will be based on site. 
 
Responsibilities: 
  • Assist the HR Manager and HR Team in the provision of a pro-active and effective HR service for organisations staff. Manage all ER cases in own designated areas of Organisational responsibility, including but not limited to, long term absence cases, final stage absence processes, grievance, capability and disciplinary. Work closely with the HR Manager and HR Officer to ensure support where required. 
  •  Add value and deliver excellent customer service to stakeholders and partners. 
  •  Assist in the development, successful implementation and monitoring of operational plans that are aimed at delivering the strategic goals and objectives set by the Associate Director, People & Culture. 
  • Assist the HR Manager / HR Team to develop and implement effective HR policies and procedures. 
  • Coach and support the wider HR team, working with the HR Officers to assist with workload as required, for example on flexible working cases, maternity, paternity and general employee queries as required. 
  • Operational responsibility for the organisation’s HR and ancillary computerised systems ensuring accuracy of data held. 
  • Manage a range of specialist HR activity including developing and implementing best practice policies and procedures, PVG, job evaluation, recruitment activity, employment checks, personal development review, severance, attendance management, capability, discipline and grievance procedures, support and guidance to managers on all HR related areas. 
 
  • Ensure a high quality, customer focused, pro-active HR service is consistently provided 
  • Assist in the successful delivery of agreed individual and team HR targets and objectives  
  • Assist with the preparation of the HR Operational plans. 
  • Assist in the development and monitoring of key performance indicators and related benchmarking data.  
  • Assist in maintaining proactive employee relations by working with the organisation’s recognised trade unions to ensure that a positive climate of employee relations is maintained.  
  • Provide professional HR advice that is up to date, reliable and effective and be proactive in providing guidance to organisation managers on the interpretation and implementation of all HR policies and procedures including i.e. Disciplinary, Grievance, Capability, Absence, Maternity. Paternity, Parental Leave, Flexible Working, Recruitment and Selection etc. 
  •  Involvement in the delivery of staff training as required. 
  •  Guide, support and advise managers as required.  
  • Lead on discipline, grievance, performance and capability issues, liaising with HR Manager/HR Team for advice as required. 
  • Assist with recruitment campaigns as required: create and place adverts, advise on most relevant and cost-effective mediums, negotiate with recruitment agencies, and involvement in panels and interviews.  
  •  Assist in the development and implementation of sound administration systems and procedures that deliver business effectiveness.  
  •  Assist in internal/external audit requirements as required.  
  • Ensure timely progression of accurate, employment contracts and other policy/procedural documentation.  
  • Ensure HR payroll input deadlines are met in compliance with relevant legislation and terms and conditions and Organisation’s procedures.  
  • Assist in the development/updating of policies in line with changes in legislation and best practice.  
  • Monitor staff absences to ensure a consistent approach to absence management.  
  • Provide relevant statistical information and contribute to maintaining all databases and data recording systems and providing relevant information to managers.  
  • Promote the health and welfare of staff through the promotion of a range of employee support services such as counselling and occupational health services.  
  • Refer employees to Occupational Health as required, support the attendance management and capability process and agree phased returns to work, counselling etc  
  • Contribute to the achievement of strategic aims, for example through contribution to systems development, job evaluation, employee engagement and reward strategies, as required.  
  • Deliver casework as directed by HR Manager and undertake delegated duties on behalf of the HR Manager. 
  • Maintain sound knowledge of current and future relevant legislation, regulations, statutory obligations and codes of practice. 
  • Have a full understanding of and implement and promote Organisation’s policies, particularly those relating to safeguarding, equality & diversity in all aspects of Organisation’s operations  
  • To implement Health and Safety and security measures in accordance with statutory and Organisation’s requirements 
  • Be a role model supporting Organisation’s values and corporate management  
  • Actively develop self through staff development and training activities and review own performance and the performance of those who are responsible to them  
  • Undertake any other duties consistent with the key responsibilities and duties of the post, as directed. 
 
Essential Skills: 
  • The HR Advisor must have trade union experience, 
  • Relevant HND (or equivalent) and/or appropriate professional qualification 
  • Evidence of continuous professional development 
  • Recent relevant experience of a case management role within an HR function in a diverse organisation.  
  • Experience of managing substantial caseloads in a fast-paced, complex environment 
  • Experience in delivering excellent customer service, developing and implementing best practice 
  • Excellent and up-to-date understanding of employment law and legislation relevant to the Organisation’s HR function 
  • Ability to develop positive working relationships with individuals at all levels (internal and external) 
  • Well-developed communication, liaison and networking skills 
  • Strong written and verbal communication skills, with the ability to present complex information clearly and effectively 
  • Ability to manage conflicting priorities and meet deadlines to the satisfaction of all parties 
 
Desirable Skills: 
  • Experience of working in a highly unionised environment 
  • Knowledge of the FE sector 
  • CIPD membership
