Mechanical Technician
Venesky-Brown’s client, a public sector organisation in Kilmory, is currently looking to recruit a Mechanical Technician for an approx. 6 month contract on a rate of £24.33/hour (PAYE), with an accommodation allowance of £50/Night, if required.
Responsibilities
– Assist with planning the delivery and implementation of the Department’s relevant works programmes as allocated. In particular, take specific responsibility for planning his /her role as Contract Administrator (and/or other competent/responsible person roles) for projects/programmes allocated, liaising with clients, consultants and external / internal bodies as required to achieve this.
– Support the Senior Climate Change Officer (Mechanical) to provide an efficient, effective and compliant maintenance service by planning an appropriate programme of statutory and mechanical maintenance (both pro-active and reactive) for all properties by:
– Assessing property needs in terms of day to day maintenance, planned maintenance, future investment and planned adaptations and therefrom maintain property mechanical and plumbing services to appropriate standards including departmental systems such as property log books.
– Undertaking relevant population and technical administration of the Property Asset Management System (Concerto).
– Researching relevant technical data, specification, legislation and standards.
– Where appropriate, informing, quantifying and costing for:
– approval of expenditure
– going out to tender
– contractors to undertake work
– Contributing to business case preparation, tender documentation, and performance reporting.
– Liaising with local customers and developing accurate project briefs.
– Ensure that high quality service and best value are delivered to service users by:
– Coordinating allocated projects/programmes, liaising with and monitoring/auditing contractors regarding work being / to be undertaken, ensuring compliance with all relevant property statutory/mechanical maintenance and Health and Safety Legislation.
– Observing departmental procedures for property operations, providing assistance and undertaking duties relating to energy/utility/carbon management support operation and other related duties as may be defined from time to time.
– Carrying out detailed site surveys including measured surveys, mechanical condition surveys/investigations, asbestos surveys, ecology surveys etc. to inform works and the asset management process.
– In a designated role, support the Duty Holder in exercising their duties for a range of mechanical statutory obligations, in particular water hygiene/legionella control, pool plant maintenance and gas safety. Using water hygiene as example, this would typically involve delivery of:
– Water Quality risk assessment programme, ensuring that a written scheme for control of the risk is prepared for each site.
– Suitable Operations Manual, maintenance of records, water system visit log for each water system.
– Assessment/audit of contractors competency, training and access to appropriate equipment.
– Specialist programmes to ensure regular monitoring, inspection, testing and ongoing condition/performance assessment of water quality/systems.
– Specialist programmes to undertake major and remedial actions.
– Control measures including flushing of infrequently used outlets and temperature monitoring.
– Monitoring programme to establish the effectiveness of control measures in place.
– Training programme for those staff implementing control measures.
– The postholder ensures that any deficiencies or limitations, which are identified in the water systems or written schemes are notified to the Duty Holder or appointed deputy.
– Assisting with the implementation of the Department’s Capital programmes and other works, taking personal responsibility as Contract Administrator (and/or other competent/responsible person roles) for allocated contracts, monitoring and controlling project progress and liaising with clients, consultants & outside bodies as required. This includes delivering design solutions, preparation and programming of pre contract documentation, post contract supervision and general contract management.
– Supporting development of business cases/options appraisals and tender documentation/evaluation.
– In addition, represent the authority on relevant external bodies/committees; deputise for the Mechanical/Energy Engineer when appropriate; attend Committees as required; and ensure that all regulations and procedures (including the Standing Orders and Financial Regulations) are adhered to.
– Ensure contracts for which he/she is Contract Administrator are within budget at all stages, convening meetings with contractors/clients when appropriate to review matters, resolve queries and/or negotiate claims and variations.
– Ensure compliance for all delegated budget allocations provided from various sources, checking committed value of project against budget and timescale and referring any variances to the Mechanical/Energy Engineer for resolution.
– Assist Senior Climate Change Officer (Mechanical) to ensure that appropriate quality, performance and benchmarking criteria are applied to ensure delivery of best value and continuous improvement by:
– Providing feedback regarding contracts, performance of contractors and any matters of dispute and other contract issues generated from term contractors to ensure compliance and minimise the risk exposure. In particular, 100% of due mechanical tests/inspections/servicing are to be conducted on time and 100% of high-risk remedials are to be delivered timeously.
– Ensuring that all site work conforms with contract drawings/instructions/specification/KPI’s, legal requirements (including latest European Standards, British Standards and Codes of Practice mentioned in the contract specification), best practice and that materials and workmanship meet the required standard routines and procedures.
– Ensuring that accurate information/documentation is provided, to allow appropriate records to be maintained and reports to be prepared – making best use of the Property Asset Management System.
– Assisting with continuous review of methods and procedures/processes, updating and amending as required.
– Provide technical or professional support/advice to clients and customers to ensure best value is delivered to service users by providing safe, efficient, fit for purpose buildings that meet all statutory requirements with minimised utilities’ consumption.
– Provide attendance and technical support/advice to client and customers in emergency situations e.g. oil spill/leak etc.
– Undertake other duties appropriate to this job and grade, and as required by the line manager and ensure appropriate outcomes are achieved.
– Provide 24 hour emergency cover and assistance outwith normal working hours (participating on a rota) with regard to the properties under their care to ensure that buildings remain safe.
Essential Skills:
– HNC / HND in relevant subject, and/or equivalent relevant experience.
– Experience of delivery of mechanical projects (new works and maintenance) in varying property types.
– Relevant post-qualification knowledge of delivery of mechanical projects (new works and maintenance) including experience in:
– Establishing client and/or legislative requirements and developing contract brief.
– Preparing tender and contract documents, including drawings and specifications with the client.
– Performing risk, value management and cost control.
– Contract Administration of construction/term maintenance contracts
– Proficient and experience in undertaking designated roles/responsibilities in respect of ensuring Health and Safety/Compliance (e.g. Legionella Control)
– Experience in use of MS Office (Word, Excel, Outlook etc.).
– Be fully conversant with construction related health and safety legislation including:
– Construction Design & Management (CDM) Regulations.
– Control of Asbestos Regulations
– Knowledge and understanding of statutory and mechanical property maintenance related Health and Safety Legislation
– Specific extensive knowledge of water hygiene/legionella control
– Post holder is required to travel effectively and efficiently throughout Argyll and Bute and beyond to meet the needs of the service.
– PVG membership – required to gain this in relation to working with children and adults
Desirable Skills:
– NEBOSH General Certificate, and/or other health and safety qualifications.
– Relevant time served trades qualification, and/or Technician Membership of appropriate professional body (e.g. CIBSE).
– Experience in use of Property Asset Management Systems including analysing reports.
– Relevant experience of mechanical services work within the public sector with a large multi-site portfolio – preferably Local Government.
– Knowledge of protected species legislation including:
– Conservation (Natural Habitats, &c.) Regulations
– Wildlife & Countryside Act
