Payroll Officer
Venesky-Brown’s client, a public sector organisation in Dundee, is currently looking to recruit a Payroll Officer for an initial 6 month contract on a rate of £200-£250/day (Inside IR35). This role will be based in Dundee with potential to be remote based.
Responsibilities:
– As the sole member of the payroll team, ensure that payroll is run monthly meeting all statutory and legislative requirements, whilst also meeting the external bacs deadlines. This includes implementing any, update to payscales, increments, living wage and pension increases when due.
– To work collaboratively with People Services to ensure accurate payments run through payroll each month by checking others work to ensure starters, leavers and changes to contacts are updated correctly, feeding back any queries and making sure they are corrected if necessary.
– Provide guidance and support to all levels of staff (from executive team to short term contract staff) on all Payroll and Penson issues affecting them personally, tailored in a manner that they can understand.
– Provide a high standard of business partnering support.
– Staff Expenses, any non-contracted, casual hours, additional hours for part time employees and overtime are all now submitted and authorised via ESS so this role has responsibility to spot check receipts and claims , and raise/ensure any queries are sorted out before any payment is made
– Run reports as part of payroll process to try to proactively identify any coding errors by employees/managers before payroll is run, same for any absences that don’t look correct, open-ended sickness but no supporting medical certificates, medical appointments entered for 2 or 3 days by employee rather than a sickness record created by manager etc.
– Create the BACS needed and work collaboratively with Finance colleagues, to ensure they payments are sent on time with correct references added. Also to supply list of BACS along with any Direct Debit details for Childcare and AUPS for entry within finance system and subsequent management/research reporting.
– Payroll data by nature is sensitive, this role must ensure all reports required are either uploaded or emailed with password protection to internal colleagues and other stakeholders. This includes notifying the various pension schemes of starters, leavers and changes in hours
– Proactively keeping up to date on, and advising on, existing and new legislation particularly in relation to Income Tax, National Insurance Contributions, SSP, SMP, SAP, SPP, self-employed individuals, RTI and P11d reporting
– Manage the individual Pension reporting requirements for each of the organisation’s pension schemes, both in terms of employer/employee contributions, month end reporting requirements and annual year end reports.
– Lead the liaison with each Pension Provider, ensuring compliance with requirements and liaison with external consultants as need be, to manage our pension data and improve the collation of it
– Overseeing all correspondence we receive, both in the mail and enquiries to the Payroll and Pensions mailboxes and managing responses professionally.
– Provision of financial and payroll data related to statutory and regulatory reporting, including monthly reconciliations, annual financial statements, and main contact for external auditors on payroll element of audit.
– Responsible for tax year end / HMRC reporting – which includes balancing of Income Tax and National Insurance Contributions, filing HMRC periodic RTI returns, producing P60s, P11Ds, Section 16/23 returns, and ensuring all returns are submitted to HMRC legislative requirements
Essential Skills:
— HND or Degree in relevant subject (HR or Payroll)/Qualified by experience
– Working knowledge of iTrent Payroll System
– Experience of working within a Payroll in a large organisation
– Strong working knowledge and understanding of HR and payroll processes, and impact of these on pension-related matters
– Knowledge of financial processes and reconciliations
– Knowledge of Employment Legislation
– Knowledge of Payroll and Pensions Regulations
