Planning Enforcement Officer
Venesky-Brown’s client, a public sector organisation in Bromsgrove, is currently looking to recruit a Planning Enforcement Officer for a 3- 6 month contract on a rate of £26.70 per hour PAYE or Up to £34.71 per hour Umbrella. This role is flexible on working from home.
 
Responsibilities:
 
– To undertake inspections of business and domestic premises to ensure compliance with the relevant legislative requirements.
– To receive, respond to and investigate to complaints relating to industrial, commercial and domestic premises and businesses, identifying unfair trading practices and breaches of a civil or criminal nature with a view to taking remedial action.
– To carry out enforcement activities in relation to all relevant provisions of regulatory legislation.
– To provide advice and education for consumers and businesses on relevant regulatory legislation and associated civil law.
– To take appropriate action in respect of non- compliance including (when authorised) the service of formal notice and any other appropriate intervention.
– Where appropriate, to facilitate the resolution of disputes between traders and consumers, giving priority to the needs of vulnerable citizens, and to take action under the Enterprise Act against rogue traders.
– To assist in implementing the services duties, responsibilities and policies relating to Environmental Health and Consumer Protection.
– Provide advice and information to the public and /or businesses on legislation related to Regulatory Services.
– Investigate, and carry out monitoring of, complaints and incidents including analysis and interpretation of results, taking statements, executing warrants, gathering evidence, preparing reports for formal action and issuing warnings for minor non-compliances.
– To carry out routine inspections of trading premises, land and vehicles and to undertake sampling, seizures, and examinations of goods and services.
– Following authorisation by a senior officer, to serve and enforce notices and undertake other legal and informal interventions.
– Prepare reports for colleagues and senior officers as requested.
– To appear as a witness and give evidence in Court when required.
– Where necessary, to facilitate the resolution of disputes between consumers and traders in accordance with Council policy.
– To arrange for testing and analysis of samples, and interpretation of results.
– To liaise with outside agencies to ensure the protection of consumers and public health.
– To monitor complaints against traders, taking action under the Enterprise Act against traders for persistent breaches of the law.
– To participate in public relations exercises, displays, and exhibitions for consumers, traders and other representative groups.
– To devise and be involved in initiatives for the development of the service in order to make it more accessible to Service users and partners.
– To participate in the provision of training on new legislation and new areas of work, both internally and for external agencies, including the Worcestershire Hubs and Consumer Direct.
– To research and draft information in the form of leaflets on new or existing legislation for use by the service, customer groups and other agencies.
– To develop, research and produce teaching aids relevant to the service’s links with schools and other educational establishments.
– Record information as required onto a computerised data base and ensure that this information is kept up to date
– Prepare correspondence, statutory notices and reports required for the effective performance of duties and ensure proper recording of information whether using manual or computer systems.
– To undertake occasional programmed and other work out of normal office hours and at weekends.
– To participate in the out of hours emergency arrangements as and when required.
– To assist with the maintenance and testing of the service’s equipment.
– To maintain all relevant records including equipment certificates etc.
 
Essential Skills:
 
– Experience of dealing with members of the public.
– Good communication skills both written and oral.
– Able to use appropriate equipment provided for the post.
– The ability to maintain confidentiality.
– Educated to A level or equivalent (minimum).
– Foundation Certificate in Consumer Affairs and Trading Standards.
– Tactful and able to demonstrate discretion and confidentiality.
– Act in a professional manner at all times.
– Ability to work as part of a team or on own initiative.
– Able to deal with situations involving conflict.
– A full, valid driving licence or the ability to travel during the course of work.
– Able to work outside normal office hours, including at short notice in event of an emergency.
 
Desirable Skills:
 
– Experience of working within a Regulatory Service.
– Work on own initiative with the minimum of supervision.
– Report writing skills.
– Good basic computer skills including a working knowledge of Word, Excel and use of the internet.
– Practical knowledge of issues and legislation relating to environmental health consumer protection or other as appropriate.
– Knowledge of practices and procedures relating to regulatory services.
– Knowledge of legal process and practice.
– Keen enthusiastic and eager to sort out customer enquiries and complaints.
