Principal Quantity Surveyor
Venesky-Brown’s client, a public sector organisation in Wales, is currently looking to recruit a Principal Quantity Surveyor on a permanent basis on a salary of £65,422 – £76,020/annum. This role will be based in Cardiff.
Responsibilities:
– Provide advice on the appointment of external consultants, when required (including fee levels and stage payments etc).
– Oversee the development and publication of historic programme / project costs, to provide a suitable data base for benchmarking future proposals.
– Provide high level advice on the potential financial impacts of changes to Welsh standards / guidance.
– Manage the performance and workload of the scrutiny function, to ensure that timescales and objectives are met, and all resources are available.
– Deputise for the Head of Estates Development when requested.
– Attend BBC forum and provides support and advice on areas for training and development.
– Assist the Head of Estates Development to ensure that that all members of the team are fully trained and educated with continuous updating of standards required to carry out their duties.
– Provide input to the content of seminars and workshops to extend understanding of building and estate related issues.
– Oversee and manage the activity of the Senior Estates Advisor.
– Utilise Microsoft applications including WORD, EXCEL and POWERPOINT in order to maintain a database of projects and generate reports including benchmarking, that can be used for future projects.
– Display financial information in an indexed format broken down to cover works, non-works, fees, contingency and optimism bias.
– Participate in special projects on related issues including audits, surveys, expert reports, research and development, either as an individual or working with others as required.
– Carry out research into changes to statutory guidance and changes to operating practices for building and estate related issues.
– Help to develop and maintain the organisation as a centre of excellence and expertise.
Essential Skills:
– Professional Member of the Royal Institution of Chartered Surveyors (RICS) or Chartered Institute of Building (CIOB).
– A Degree in an appropriate estates related discipline.
– Demonstrable experience to Master’s degree level or a Master’s degree in an appropriate discipline or equivalent experience.
– Highly developed advanced technical/practical and theoretical knowledge of complex estates related issues.
– Thorough knowledge of capital procurement and business case processes.
– Needs to engage in CPD (continuing professional development) in order to maintain this knowledge base.
– Experience of working at a senior professional level in complex building and estate related areas.
– Experience of providing authoritative advice to organisations at a senior level.
– Significant appropriate experience of managing staff/ teams.
– Ability to plan and manage projects.
– Ability to co-ordinate the activity of a team.
– Ability to lead, influence and negotiate.
– Ability to delegate and to empower others.
– Self-motivated with the ability to manage workload within tight deadlines.
– Good interpersonal and team skills.
– Good communication skills, both orally and written.
– Literate in IT/Computer skills.
Desirable Skills:
– An appropriate management qualification.
– Experience of producing or scrutinising capital related business cases.
– Experience of producing or contributing towards national estates policy.
– Experience of working for a quality assured organisation.
– Experience of managing / coordinating the work of multi-disciplinary development teams.

– Welsh Language Skills are desirable levels 1 to 5 in understanding, speaking, reading, and writing in Welsh
