Procurement Officer
Venesky-Brown’s client, a public sector organisation in Manchester, is currently looking to recruit a Procurement Officer for an initial 4 month contract with potential to extend on a rate of £258/day (Inside IR35). This role will be predominantly remote based – on occasion may be asked to attend the Manchester office.
Responsibilities:
– To delegate and provide cover for the Associate Director of Procurement as required
– Developing, implementing and monitoring policies for managing programmes of work and quality assurance procedures within Procurement that impact across the organisation particularly those that relate to governance over non pay expenditure for information technology
– Provide a professional resource for procurement activity within the institute and act as a source of advice of procurement expertise
– Contributing to the development, planning and delivery of the organisation’s strategy for own and others area(s) of work to meet the organisational objectives
– Contributing to the effective governance of the organisation, ensuring that staff understand financial control issues, the importance of financial probity and their contribution to governance
– Ensuring that managers at all levels of the organisation adhere to the financial and IT policies of the organisation and promoting good working practice
– To provide dedicated support for the procurement of information supplies.
– Manage and lead the procurement process as required to appoint external contractors on behalf of the organisation, in accordance with UK legislation and best practice public sector guidance
– Manage negotiations with suppliers and legal representatives
– Responsible for monitoring the internal controls that underpin the organisation’s governance arrangements particularly those that relate to governance over non pay expenditure
– Contributing to and implementing policies for managing programmes of work and quality assurance procedures within Procurement that impact across the organisation
– Identify opportunities for improvement within current contracts and future procurement activities
– Providing practical support and advice on day-to-day work, ensuring staff have access to appropriate training opportunities and undertaking disciplinary and grievance procedures as required
– Develop internal capabilities within contract managers to help ensure sustainability of good practice after contract has been completed
– Line managing staff and contractors according to the organisation’s policies and procedures, including performance review, setting objectives and personal development plans, mentoring, providing practical support and advice on day-to-day work, ensuring staff have access to appropriate training opportunities and undertaking disciplinary and grievance procedures as required
– Carry out any other duties as required
