Programme Manager
Venesky-Brown’s client, a public sector organisation in Glasgow / Edinburgh, is currently looking to recruit a Programme Manager for a 12 week contract on a rate of £445/day (inside IR35). This role will be hybrid.
 
Responsibilities
 
– Contribute to and deliver the Business Plan as part of the overall strategy. Define, design, develop and deliver strategic projects within the Plan, in order to deliver the objectives required by stakeholders driving the Organisation’s strategy. This will require a full organisational development plan to be constructed inc. effective training and the post holder selling the vision of the Programme’s goals at all stages to achieve the required benefits.
– Manage and deliver complex programmes to ensure procedures and performance measures are in place and maintained to provide accurate performance metrics.  Ensure progress is reviewed, and that adjustments are made, if necessary, to achieve the results as planned.
– Implement and maintain highest quality programme and project management standards, reports and processes to identify and manage cross-project dependencies, risks and constraints for strategic projects, escalate these risks and issues as required in order to ensure quality resolution and benefits delivery.
– Contribute and co-ordinate across a programme to develop and maintain a resource management process that enables the efficient deployment of people and resources to provide the optimum level of programme delivery effectiveness.
– The post holder will have the capability to develop and implement, when required, procedures and policies in relation to new business and system developments i.e. guidance and acceptable use policies and will guide and influence to ensure appropriate business and system development and implementation for the organisation contribute to delivering the Strategic Plans.
– Develop, maintain and continuously improve an effective initiation and control mechanism for the creation, approval, delivery and post-implementation review of change programmes taking into account the need for effective programme governance.
– Develop, motivate and monitor staff within the programme, identify training needs and monitor staff development to ensure that individual and collective objectives are achieved and a beneficial workplace climate is sustained.
– Produce comprehensive and fully costed Business Cases incorporating benefits realisation metrics and present these to the funding authority to secure funding for the programme, which will deliver best value aligned to the customer’s corporate strategy.
– Develop and manage the plans, risks, programme team and resources (inc. third party contributions and other resources) in accordance with the defined scope to deliver outcomes to the appropriate level of quality, on time and within budget.
– Ensure that the organisation and staff are guided, supported and mentored through the process of change from any former operational environment to any new model or way of working, engaging and supporting the partnership forum as appropriate, to successfully embed change driving the business modernisation strategy
– Ensure all programmes are delivered recognising MSP and projects are delivered recognising PRINCE2 disciplines to meet the requirements of the customer’s Standing Financial Instructions and associated regulatory requirements.
– To develop and maintain effective communication channels as a whole, in order to identify and share best principles approaches and standards.
– Provides ongoing consultancy with a proactive strategic overview to Sponsors, Executive Management and Stakeholders to ensure interdependencies and contention between strategic initiatives are recognised and integrated into development and roll out activities.
– Through facilitation, guidance and mentoring, provide expert advice on all aspects of programme management to enable an organisation-wide approach to successful programme delivery.
– Promote, facilitate and enable adoption of a range of quality and continuous improvement techniques to enable the organisation to improve efficiency and enhance customer services.
– At all stages of the project lifecycle including post implementation, identify, implement and transfer to the end user, modernisation, continuous and quality improvement opportunities which maximise the benefits from the investment in the project and the delivered product.
– Embed all improvements into operational processes effectively through excellent design and delivery, ensuring knowledge and skills transfer to business users to allow sustained benefits realisation
 
Essential Skills:
 
– Educated to degree level with a postgraduate qualification and extensive professional experience
– Proven experience of managing and delivering programmes and projects
– Evidenced application of proven methodologies and techniques for planning, monitoring and controlling programmes and projects
– Experienced in engagement with leaders, directors and executive management teams leading change programmes and projects
– Experience of establishing programme governance structures to ensure the programme is aligned with organisational strategy and its constituent projects deliver the required capabilities
– Experience of leading and managing multidisciplinary teams
– Experience of coordination and negotiation with external suppliers to secure work prioritisation and timely delivery
– Experience of using information for management purposes and in setting and monitoring targets and performance indicators
– Experience of chairing meetings
– Line management experience
– Ability to recognise and adapt to the environment in which the programme operates. Providing a flexible approach to ensure the customer’s requirements are fully understood and met.
– Excellent written and oral communication skills
– Excellent report writing and presentation skills
– Excellent communication and negotiation / influencing skills in complex and sensitive environments.
– Effective leadership skills. Ability to lead and create a clear common purpose amongst the members of Programme Boards, Project Boards, Steering Groups and project teams
– Ability to find ways of solving or pre-empting problems.
 
Desirable Skills:
 
– Formal programme and project management training e.g. Managing Successful Programmes™, PRINCE2™, AGILE™
– Managing constantly evolving, high profile and high cost / benefit strategic and business critical change programmes across an organisation of significantly specialised and unique functions
– Focuses on the organisational impact of the vast array of complex change initiatives to ensure the multiple, potentially contentious interdependencies are managed successfully
– Experience of delivering options appraisal exercises and the development of robust business cases
– Experience and knowledge of delivering effective customer-orientated services
– Good knowledge of budgeting and resource allocation procedures and effective financial management skills
– Knowledge and experience of delivering quality improvement initiatives e.g. the ability to map and analyse business processes to make best use of the people, processes and technology.
– Constructing pragmatic proposals for developing new initiatives that balance innovation and excellent modern methods within the resources available, and that have a clear change management plan.
