Regional Harbour Master
Venesky-Brown’s client, a public sector organisation in Dumfries, is currently looking to recruit a Regional Harbour Master until 31st December 2025 on a rate of around £400-£450/day (Inside IR35). This role will be based mainly in Dumfries, however, the successful candidate will be expected to travel to other harbours in the Southwest of Scotland.
Responsibilities:
– Supervision of the Harbours and marinas to ensure maximum efficiency of operation for all Harbour users, in compliance with current legislation and guidance, specifically the Port Marine Safety Code (PMSC).
– To assist the organisation in achieving and subsequently continued compliance with the PMSC.
– Manage the navigation and movement of vessels and maintain navigable channels.
– To oversee the inspection and maintenance of the Harbour and Marina buildings, structures, navigation aids, safety equipment, moorings, pontoons etc.
– To provide assistance or to lead at pollution incidents or other emergencies within the area.
– To undertake the responsibilities assigned to the post in relation to Health & Safety requirements including the production and maintenance of the Safety Management Systems in accordance with the PMSC.
– To undertake any associated administrative duties including the maintenance of records in relation to Harbour and Marina operations.
– Offer technical support to managers and others within the authority on harbour matters associated with non-organisational harbour infrastructure.
– Undertake the role of Ports Facilities Security Officer and advise the organisation on port security matters.
Essential Skills:
– Diploma in Port Management
– Boat Master’s licence or RYA Yachtmaster (commercial endorsement)
– VHF operator’s licence
– Harbour/marina operations, legislation and guidance e.g. PMSC
– Health & Safety and SMS
– Extensive experience in harbour operations
– Boat handling
– Harbour/marina operations
– Good customer care
– Able to work flexible hours
– Computer literate (word & excel)
– Able to work under minimum supervision
– Ability to use own initiative
– Flexible approach to working
– Confidence to deal with the public
– Leadership and interpersonal skills
– Full driving licence
Desirable Skills:
– Standards of Training, Certification and Watchkeeping 95 11/2 (Masters Unlimited) certificate
– Port Facility Security Officer Certificate
– Management of personnel
