Road Maintenance Engineer
Venesky-Brown’s client, a public sector organisation in Dumfries and Galloway, is currently looking to recruit 2 x Roads Maintenance Engineers for initial 6 month contracts with potential for long term extension on a rate of circa:£250-300 (inside IR35). These roles will be hybrid working with 2-3 days onsite.
Responsibilities:
– Management of a diverse mix of technical and operational staff.
– To take part in regular reviews of the reporting lines within the engineering structures in order to develop and build resilience within the function, as directed by management.
– Responsibility for the programming of works activities as directed by the Operations Manager
– Responsibility for the development of robust cost estimates for works carried out by third parties and the in-house delivery teams.
– To ensure that physical resources within the service are managed effectively.
– To ensure compliance with organisation rules on procurement of goods and services.
– Planning and managing, in co-operation with colleagues, the out-of-hours emergency response service.
– Assisting the Operations Manager to develop projects and work programmes and deliver, monitor and report on progress.
– Issue work instructions to contractors and other suppliers and organise coordination of activities with own team including collection of appropriate inventory information and updating of records.
– Providing advice to other officers on the interpretation and application of policies, technical principles and regulations/legislation relative to area of responsibility.
– Ensure quality of service delivery through structured audits and checks.
– Drafting of and reviewing relevant operational and quality management procedures and checklists.
– Attend meetings and present reports in the Manager’s absence.
– Representing the organisation and Directorate’s best interests at all times by ensuring effective communications within the organisation, with external organisations and the general public.
– Take part in effective liaison with internal and external stakeholders as part of the delivery of projects and/or the relevant service.
– Liaise effectively and coordinate working with colleagues operating across the Road Maintenance service.
– Taking responsibility for implementing Human Resources procedures in the team, including discipline, performance management and appraisal.
– Ensure full compliance with all relevant legislation including Health, Safety and Environmental Regulations; Risk Assessments and COSHH.
– Assist in other duties which may reasonably be expected within the role
– To manage your own performance and any staff you may be responsible for in accordance with the organisation’s values of Customer First, continuous improvements, openness and honesty, local decision making and team working.

Essential Skills:
– NVQ level 4, degree, professional qualification or equivalent experience.
– Worked in local government roads / highways authority either directly or through a term service contractor / consultancy,
– Experience of specifying roads maintenance schemes including surfacing, surface dressing, minor drainage works, minor civil engineering works (not necessarily all),
– Experience of managing contractors delivering surfacing, surface dressing, carriageway patching works, carriageway structural maintenance,
– Experience managing other technical staff e.g. senior technicians, technicians, roads inspectors
-Experience in using roads asset data systems
– Experience in using inhouse financial systems to record and monitor expenditure.
– Understanding of the service area and the business and context within which it operates.
– Knowledge of health and safety and related legislation, procedures and policies and how they apply to the work area.
– Experience of managing people and work allocation.
– Organisational/planning skills.
– Good interpersonal skills including ability to negotiate and influence at all levels.
– Experience of implementing change.
– Thorough understanding of the specialist theories, principles and best practice of the appropriate area of work procedures, professional and legislative frameworks.
– ICT competent with skills relevant to the work area e.g. Microsoft office. Auto Cad
