Senior Planning Officer
Venesky-Brown’s client, a public sector organisation in Helensburgh, is currently looking to recruit a Senior Planning Officer for an initial 3 month contract on a rate of £37.00/hour (PAYE).
Responsibilities:
– Support the Development Manager, Major Application Team Leader and Team Leaders to develop the team’s strategic objectives and operational service plans by working in partnership with colleagues (within and outwith the service) and by taking personal responsibility for planning how these are delivered effectively and efficiently to service users.
– Support and assist the Development Manager and Major Application Team Leader to ensure that high quality service is delivered to all users in line with Service and Team Plans. In particular:
– To assess and make recommendations on National, Major and complex planning applications.
– To process and determine other Planning, Listed Building, Certificates of Lawfulness, Conservation Area, Tree Preservation Orders and Advert Applications and any other related submissions or associated statutory consultations as defined in the Planning Regulations in line with the Scheme of delegation.
– To process National, Major and complex pre-application enquiries/determinations and others as required and respond to customer and elected member queries relating to planning legislative, policy and land use constraints.
– Co-ordinating the monitoring of planning consents and discharge of planning conditions by negotiation or by enforcement actions under the provisions of the Planning Acts.
– Providing advice and guidance to other internal departments, applicants, complainants and other members of the public on matters relating to planning control and procedures.
– To deputise for the Team Leaders in the authorisation of ‘Local’ non contentious decisions as and when required.
– Assist the Team Leaders to supervise and mentor subordinate professional, technical and administrative staff in the execution of their duties and provide a quality.
– Undertake site inspections and meetings with applicants, developers, agents, public etc. and liaise with appropriate representatives with an input to the Development Management process.
– Preparation of written correspondence, committee reports and presentations to support the determination of planning applications and dealing with enquiries.
– Represent the authority on relevant external bodies/committees; deputise for Team Leaders when appropriate; attend and assist in presentation to committees as required; and ensure that all regulations and procedures are adhered to.
– Processing planning appeals both by means of written submission and attending public inquiries/hearings,
– To provide planning advice to colleagues and support the Major Applications Team Leader and Team Leaders in the execution of their duties.
– Develop and maintain good communication links, holding Forums / Group Sessions where necessary and as directed.
– To promote the best understanding of the requirements of Planning legislation and Development Management Service, by raising awareness, giving information and advice to colleagues, the public and businesses alike
– To work flexibly, outwith normal hours as required
– Assist the Development Manager and Major Applications Team Leader to manage budgets by keeping a record of vehicle use / mileage in carrying out duties.
– No direct responsibility for management of other staff but will support and supervise, as appropriate, technical, administrative and trainee staff in the efficient and effective discharge of their duties, and participate in their training and personal development.
– Support the Development Manager and Major Applications Team Leader to develop, implement and maintain appropriate performance management reporting systems as a means of managing and monitoring the team’s performance, to ensure standards are maintained, improvements developed and issues addressed in a timely manner, and in particular:
– To undertake their duties having regard to established and agreed policies and procedures, and to participate in their review and development.
– Ensure all required procedures are followed relating to operational activities
– Maintain adequate manual and electronic documents and records, and to participate with services internal monitoring procedures
– Undertake other duties appropriate to this job and grade, and as required by the line manager and ensure appropriate outcomes are achieved, and in particular:
– Prepare all necessary reports, correspondence, etc., as required by the Development Manager
– To do such other work as the Development Manager may from time to time, reasonably require.
– Develop strong, positive working relationships with external partners and communities to achieve Development Management’s team’s goals.
– To represent the organisation in internal and external (professional) working groups, as required by the Development Manager
– To maintain an adequate standard of knowledge and expertise relative to Planning demonstrating best practice at all times.
Essential Skills:
– Degree or similar in Town and Country Planning
– Membership of RTPI (or eligible for Membership however a salary adjustment will apply until full RTPI membership is attained)
– Considerable post qualification Planning experience
– Able to demonstrate knowledge and experience of Development Management and EIA legislation and procedures through processing or submission of planning applications
– Experience of working under pressure to meet targets and consistently produce high quality work.
– Able to demonstrate ability to work with variety of stakeholder and customers relating to planning
– Must be able to demonstrate effective working relationship with colleagues
– Able to demonstrate sound negotiation skills
– Interpretation of planning policy and legislation, analytical skills and problem solving aptitude
– Evidence a performance management ethos and be outcome focused.
– The postholder will be expected to travel efficiently and effectively between various work locations to meet the operational requirements of the Service.
Desirable Skills:
– Post Grad qualifications or vocational qualifications in related professional / technical areas
– Experience of working in similar role
– Experience of processing Major and/or complex planning applications
– Experience of processing EIA Developments
– Experienced in using Development Management related software and IT applications – Idox, Uniform, Comino,
– Experience of preparing and presenting recommendations to committee or public meetings
– The ability to working with minimum supervision and experience managing their own workload.
– Experience of similar work
– Experience of Planning enforcement legislation and procedures
