Strategic Procurement Manager
Venesky-Brown’s client, a public sector organisation in Brentwood, is currently looking to recruit a Strategic Procurement Manager for a period of 3 to 6 months on a rate of £500 – £600 umbrella, or £384.62-£423.08 PAYE. This role will be a hybrid working model with a minimum of 3 days in the office in either Brentwood or Rochford.
 
Responsibilities:
 
– To co-ordinate all aspects of procurement activity for both organisations including oversight in respect of capital programmes and projects.
– To represent both organisations on strategic procurement matters with external bodies, committees and members.
– Responsible for the letting and managing of contracts for the supply of works, goods and services in line with government and Organisation regulations
– To develop processes and implement new procedure to help the Organisations benefit from technological developments and increase savings
– To ensure procurement activity is linked to the Corporate Plan, Business Plan and budgets available
– Provide regular training and development on procurement functions and legislation to officers (including CLT) and to members.
– To be responsible for collating of data, maintenance and publishing of the Corporate Contracts Register in line with Transparency regulations.
– To develop, maintain and monitor a comprehensive Forward Plan, to enable the identification of forthcoming contracts to allow review and of commissioning options, ensuring savings opportunities are identified
– To design, develop and review key strategies, policies and procedures, in liaison with Senior Directors and to be responsible for implementing these with the Organisations
– Reporting to Members – to be responsible for the management, development and production of reports provided to elected members, including contract monitoring information on corporate contracts
– Lead officer for the management of all procurement processes to ensure the highest standards of professional practice, including:
– Creation of contract terms and conditions
– Advising on specifications
– Design and creation of tender documentation
– Management of communication between suppliers and Officers
– Development of procurement options
– Facilitate tender evaluation meetings ensuring best practice id followed
– Responsible for ensuring contract is completed and recorded on the Corporate Contracts Register
– Lead, develop and facilitate external networks, including attending appropriate meetings, to build relationships with other local authorities and external agencies, in order to identify areas of best practice, allow continuous learning and to identify opportunities for joint working and collaborative procurements
– Drive compliance and proactively resolve challenges related to compliance
– Responsible for the management of the Organisations’ purchasing system
– Write and maintain procedure notes for the Procurement function, ensuring all agreed Audit recommendations are followed
– Keep abreast of changes in legislation and update Standing Orders, leading on the implementation of new legislative requirements to ensure the Organisations are complaint
– Review the Organisations’ Procurement Strategy on a regular basis to ensure compliance with the National Procurement Strategy
– Responsible for the development and maintenance of the procurement presence on the Organisations’ intranets, websites, and wider internet with regards to tenders, policies, processes, templates etc
– Manage the procurement function, including the Procurement Officer.
– To undertake any other duties which may reasonably be within the competence of the post holder.
 
Essential Skills:
 
– Possession of MCIPS
– Excellent knowledge of current local government finance and procurement procedure including UK Public Contracts Regulations
– Extensive experience of strategic procurement in a local authority environment
– Experience of conducting end to end procurements within a broad range of categories
– Good working knowledge of Excel and Word
