Strategic Procurement Manager-Estates and Facilities
Venesky-Brown’s client, a public sector organisation in Edinburgh, is currently looking to recruit a Strategic Procurement Manager (Estates & Facilities) on an initial 12 month contract on a salary of £48,350 – £59,421/annum. This role will be hybrid working with a of minimum 2 fixed days in the office. Candidates that can work both full-time and flexible part-time will be considered.
 
Responsibilities:
 
– Engage with key stakeholders to agree procurement priorities and deliver on the support and processes required to achieve these on time and within budget.  This will include specific time-bound programmes / projects, and one-off equipment, works and services acquisitions.  To support routine commodity purchases by providing professional sourcing advice and market intelligence, and execution of term contracts that maximise value for money, engender sustainable and ethical sourcing, and ensure supply chain resilience.
– Manage supplier performance against appropriate Key Performance Indicators, continually seeking service improvements and in-life cost savings.  Managing key supplier / client relationships with our main customers. 
– Provide mentoring and development support to more junior members of the respective Category Team and engage fully with the post-holder’s own personal development agenda and wider team succession planning.
– Work closely with Operational Procurement to deliver a high-class procurement service, ensuring the content on the organisation’s Oracle ERP system (‘People and Money’) remains accurate, and that procurement processes are streamlined and facilitate compliant procurement.
– Analyse expenditure records, seeking opportunities to reduce duplication and inappropriate sourcing; identifying areas for consolidation of business onto fewer and better suppliers; and creating strategic relationships that deliver innovation and true partnership benefits.  To work as part of the wider Finance Team to streamline processes across the organisation in goods, services and works procurement. 
– Assist in the preparation of annual commodity plans that ensure the Strategic Procurement Strategy remains relevant and fully aligned with the organisation’s Strategy 2030 and the underpinning vision, purpose and values.
– Represent the relevant Category and/or Senior Management Team, if appropriate, on influential internal and external groups, where this demonstrably enhances the status of, and benefits to, the organisation.
 
Essential Skills:
 
– Full Membership of the Chartered Institute of Purchasing and Supply (MCIPS) or a relevant degree or have significant procurement management experience and be making progress towards formal membership.
– Good communication skills and sensitivity.
– Presentation skills to deliver project and other management reports and recommendations for improved practice.
– Good analytical and computing skills, accuracy and attention to detail, ability to develop performance monitoring and benchmarking and analyse databases and spreadsheets.
– An aptitude for dealing with complex issues and limited budgets, reorganising priorities, and multi-tasking on concurrent projects in a frequently changing environment is necessary.
– At least 3 and preferably 5 years’ experience delivering a relevant procurement service including extensive range of commodities, showing knowledge appropriate to this high value, technically diverse environment.
– Personal credibility and ethics; capacity and confidence to manage projects and deliver change with aptitude for developing and implementing policy. 
– Understanding customer service and key performance indicators in a devolved environment.
 
Desirable Skills:
 
– Experience in public or regulated sector is preferred but not essential, plus knowledge of applicable legislative framework.
– Direct experience of implementing new initiatives is an advantage, demonstrating examples of responsiveness and successful introduction of change.
