Deputy Director of Finance
Venesky-Brown’s client, a public sector organisation in Forfar, is currently looking to recruit a Deputy Director of Finance for an initial 3 month contract with possible 3 month extension on a day rate of £420-£450 (inside IR35).  Hybrid working with 1 days per week in the office.
 
Responsibilities:
 
– Assist the Director in preparing revenue and capital budgets and maintain effective budgetary management in accordance with organisation’s policies and Financial Regulations.
– Assist the Director in preparing service plans and updates in accordance with the organisation’s processes.
– Lead and manage the preparation of the organisation’s statutory accounts within required timescales including reporting and external audit arrangements.
– Manage the provision of financial information and advice to officers and members to facilitate the effective monitoring and control of all organisational budgets.
– Under the general direction of the Director, oversee the organisation’s revenue and capital budget preparation processes.
– Contribute to the development of the organisation’s short-, medium- and long-term financial strategy and undertake strategic financial planning as required.
– Manage the organisation’s VAT position to best effect.
– Liaise with the Digital Enablement and Information Technology service to ensure the effective operation of the organisation’s core financial systems and that these remain fit for purpose.
– Provide assistance and advice on the organisation’s duty to secure best value and improve its efficiency.
– Ensure that the organisation’s Financial Regulations and other procedural / operational guidance on financial matters are fit for purpose and applied effectively. 
– Oversee the provision of financial advice to members.
– Manage the provision of advice, briefings, training and other support on all financial matters affecting the organisation’s operations to officers and members.
– Under the general direction of the Director undertake, manage and / or provide support and advice in respect of corporate initiatives, special projects and any other ad hoc tasks.
– Ensure effective health and safety management within Finance and promote a positive health and safety culture.
– Ensure equality of opportunity and inclusion in all aspects of service provision and employment practice in accordance with the organisation’s policies and statutory obligations.
– Promote the highest standards of probity, propriety and professionalism and ensure staff act in accordance with the organisation’s codes of governance.
– Manage and monitor the Finance Service revenue budget in line with corporate arrangements and guidance.
– May be required to undertake any other similar duties and responsibilities as may be allocated.  
 
Essential Skills:
 
– CCAB, CIMA or equivalent accountancy qualification
– Evidence of Continuing Professional Development
– Experience of leading professional financial support services in complex organisational environments preferably including the public sector
– Experience of supporting successful organisational and cultural change including change in organisational / management structures
– Considerable experience of leading staff in the field of finance and financial services
– Experience in the development and implementation of revenue and capital budgets and medium- and long-term financial strategies
– Experience in leading the preparation of formal financial statements/annual accounts and of development of financial/accounting policies and procedures
– Excellent IT skills and experience of using digital technologies to transform service delivery
– A strong track record of partnership and collaborative working and of working on special projects/specific initiatives
– Active and influential involvement in key initiatives as part of a corporate team; can provide evidence of collaborative team working
– Experience of performance management, self – evaluation and successful service improvement
– Can demonstrate how (their) leadership has impacted positively on specific situations or projects
– Evidence of excellent interpersonal and communication skills
– Displays political and contextual astuteness
– Able to manage a challenging workload effectively and can motivate others to succeed
– Can demonstrate tenacity, tact and resourcefulness

Desirable Skills:
 
– Degree or equivalent in a related discipline
– Post graduate qualification in Leadership and/or Management
– Mobility, in order to work flexibly and agilely in a variety of locations as required
