Project Lead (Learning and Development)
Venesky-Brown’s client, a public sector organisation in West Lothian, is currently looking to recruit a Project Lead (Learning & Development) until the 31st of March 2026 with potential to extend on a salary of £41,412 – £48,069/annum (DOE). This role will be a hybrid of working at home and in the office.
 
Responsibilities:
 
– Lead in developing and implementing a learning programme and associated resources and events to support planning authorities to develop their skills, build their capacity and improve their understanding of identified planning issues such as energy (hydrogen, onshore wind and battery energy storage) and housing.
– Lead on work to develop strong relationships with planning authorities and organisations they work with, to support them to share and learn from good practice, knowledge and experiences.
– Lead on the development, continuous improvement, delivery and updating of the website, platforms used to support networking and knowledge exchange and social media.
– Work across the Planning Improvement team to implement ways of identifying and disseminating good practice and learning emanating from the Planning Improvement Framework to support organisations to apply it to achieve transformational change. 
– Line manage staff supporting the practice and capacity workstream.
– Devise and support the implementation of change management initiatives to maximise efficiencies in the delivery of authorities’ functions.
– Source and develop multimedia content relating to the Planning Improvement Framework to ensure that is ambitions and work are understood across the planning sector and change management that can be disseminated through a range of channels including the website, Knowledge Hub, social media and newsletters.
– Engage and collaborate with key stakeholders to ensure that they are informed on the Planning Hub and the learning programme and contribute to its delivery and development.
– Deliver the key tasks and accountabilities in a way that reflects Improvement Service values, aims and objectives.
– Undertake other specified duties and responsibilities from time to time as required.
 
Essential Skills:
 
– Degree in a relevant discipline or equivalent relevant experience
– Project or programme management training or equivalent experience in a relevant area
– Proven record of ability in demonstrating a range of consultancy skills, with particular emphasis on collaborative working
– Proven record of ability to adopt innovative and creative practice                                                                               
– Excellent interpersonal, oral and written communication skills
– Proven record of ability to build and preserve effective relationships with partners / stakeholders
– Experience in developing and delivering learning and development programmes and resources to support upskilling, capacity building and knowledge transfer
– Proven track record of structuring complex programmes, promoting, leading, managing and delivering complex programmes within a multi-disciplinary setting
– Proven record of ability in demonstrating a wide range and high level of influencing and consultancy skills, with particular emphasis on collaborative working, including an ability to build productive relationships, persuade and influence senior partners/ stakeholders
– Proven record of developing learning and development and tools and techniques that have maximised upskilling, increased understanding and supported transformational change
– Proven record of ability to think innovatively and creatively. A self-directed workstyle and pro-active approach including the ability to anticipate future priorities and identify innovative strategies and flexible solutions
– Excellent interpersonal, oral and written communication skills
– Good understanding of learning and development tools, and techniques that can maximise upskilling, increase understanding and support transformational change 
– Understanding of leadership and transformation as it applies to the public sector environment
– Experience of developing learning and development and tools and techniques that have maximised upskilling, increased understanding and supported transformational change
– Experience of working with and influencing partners
– Experience of delivering improved effectiveness through driving improvement
 
Desirable Skills:
 
– Relevant Postgraduate / professional qualification
– Experience of commissioning projects and undertaking procurement exercises
– Ability to facilitate training sessions to both an internal and external audience
– Knowledge of planning policy and implementation
– Awareness of digital transformation                                    
– Knowledge of strategies, policies and action plans that support the delivery of effective planning services
– Experience of working within planning authorities
– Full driving licence
