Venesky-Brown’s client, a public sector organisation in Renfrewshire, is currently looking to recruit a Senior Estates Surveyor for an initial 3 month contract with potential to extend on a rate of £23.90 – £26.13/hour PAYE. The working hours are 35 hours per week with flexitime operation in place. This role will be a hybrid of working at home and in the office.
 
Responsibilities:
 
– Assist in the delivery of an effective and efficient Estates Management Service in relation to the acquisition, disposal and management of the organisation’s property interests.
– Assist in the provision of a property management service in support of client department and divisional service delivery requirements.
– As a Registered Valuer, will ensure that all property transactions and estates related valuation services adhere to the statutory legal and financial requirements.
– Collate and analyse rent and sales evidence for comparison purposes.
– Undertake negotiations with landowners and developers relating to land and property transactions.
– Provide professional valuation advice relating to rent reviews, lease renewals, acquisitions, disposals and valuations for the commercial and specialist assets.
– Assist in the provision of an effective tenant management service to the organisation’s business clients.
– Assist in the efficient management and development of the organisation’s property assets and leased portfolio.
– Assist in supporting community organisations with property related matters for Community Asset Transfer requests.
– Monitoring rent collection to ensure timeous payment and taking appropriate action where there are breaches in the commercial lease terms.
– Undertake “marching in” dilapidations inspections and associated reports.
– Monitor and negotiate rating valuations arising from the organisation’s property interests.
– Liaise with other organisational services, attend meetings with external agencies and the public.
– Prepare Committee reports and briefing papers as required.
– Assist in the collation and maintenance of comprehensive records covering all property interests. This will include the preparation and valuation of the organisation’s asset register.
– Assist in developing good working relationships with landlord, tenants, external organisations and colleagues.
– Promote the health and safety of employees at work and of service users through the implementation of the organisation’s policy on health, safety and welfare at work and in accordance with all relevant statutory requirements, leading by example.
– Ensure that the Estates Management services are provided within a Best Value/quality framework and that performance is regularly monitored and continuous improvement achieved.
– Receive mail on a regular basis and respond as appropriate promptly
– Be aware of and exercise as appropriate, the organisation’s Corporate Policies on Staff Conditions of Service, Equal Opportunities, Health and Safety at Work etc.
– Ensure that the organisation’s Customer Service Commitment is followed in all dealings with the people we serve
– Ensure compliance with the organisation’s Standing Orders, Scheme of Delegations, Financial Regulations and Statutory Responsibilities.
– Undertake any other appropriate duties as may be assigned by the Estates Team Leader and senior management.
 
Essential Skills:
 
– Degree in Estates management, Land Economics or equivalent property related subject.
– Membership of RICS or equivalent professional body.
– RICS Registered Valuer, or eligible upon registration
– Experienced general practice surveyor with a minimum of 2 years post qualification
– Proficiency in property valuation of complex and diverse property portfolio.
– Competent in negotiations of lease renewals, rent reviews, assignations and other commercial tenancy matters.
– Experience of property management of a mixed asset portfolio including undertaking rent and service charge calculations, their apportionment and recharge.
– Experience in acquisitions and disposals of land and buildings
– Ability to collate and analysis of rental and sales for comparison purposes.
– Demonstrate knowledge of property ownership responsibilities.
– The ability to inspect property for lease compliance purposes and identify issues to be addressed.
– Ability to prepare site and building plans.
– Have a knowledge of and ability to use a geographical information system.
– Ability to mentor team members
– A high level of personal organisation, time management skills to ensure deadlines are met in accordance with the lease terms and organisation requirements
– Experience of using Microsoft Office
– Excellent communication and influencing skills.
– Able to work on own initiative as well as part of a team.
– Must be able to make able to assess and justify decisions.
– Ability to competently interact with varied clients, consultants and other professional staff.
– Demonstrate a commitment and dedication to the demands of the job.
– Ability to travel throughout the area to represent the organisation.
– Local government experience
 
Desirable Skills:
 
– Knowledge and practical experience of Community Asset Transfer and understanding of the wider Community Empowerment Act (Scotland) 2015.
– Experience of working within a public sector organisation.
– Experience of using AutoCAD software packages.
– Experience of using Asset Management software systems.
– Current Clean Driving License and use of vehicle.
